Org. Setting and Reporting This position is located in the Strategic Planning & Programme Support Section of the Office of Counter-Terrorism, Office of the Under-Secretary-General, at the Regional Programme Support Office in Budapest, Hungary.

Under the overall guidance and supervision of the Security Coordination Officer (SCO), the Field Security Associate assists in the implementation of security operations and all matters relating to the management of safety and security for UNOCT personnel in the Area of Responsibility of UNOCT, including UNOCT field presences and deployments (UNOCT Area of Responsibility, UNOCT AoR).

Responsibilities Within limits of delegated authority, Field Security Associate may be responsible for the following duties:

1. Assists the SCO in collecting, updating and communicating information regarding the security situation in the UNOCT AoR: - Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations in the AoR; - Helps to assess the security situation at UNOCT AoR and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation; - Communicates information on security issues to UNOCT staff, as required; - Maintains regular contacts with UNDSS and UNSMS Security Focal Points; - Will provide technical assistance at Area/Security Management Team meetings;

2. Assists in maintaining the UNOCT Security Plans, including updating staff lists in UNOCT locations and assists the UNOCT country security focal points: - Helps in the maintenance and review of the UNOCT Security Management Framework and compliance products; - Supports actions during the implementation of the Security Risk Management Measures (SRMs), as required.

3. Assists with the monitoring of the security measures implementation as recommended in the Security Risks Management (SRM) process for the AoR.

4. Assists in reporting security incidents affecting UNOCT staff, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report and other Security Assessments.

5. Provides support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members. Conducts security briefings as required.

6. Performs other security-related tasks: - Provides support in conducting security evaluations and provides advice on Residential Security Measures of UN staff, as well as on the latest trends and threats to staff safety and security; - Supports the establishment and maintenance of warden systems in all UNOCT AoR and keeps updated information related to UNOCT offices and residences; - Administers UNOCT pass and ID system; when available. - Maintains liaison with commercial companies used for UNOCT security at offices and residences in order to facilitate the effective and efficient use of the guard force.

7. Provides general administrative assistance: - Maintains routine and confidential correspondence files/documents; - Maintains a database of contact details of host country security authorities;

  • Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within the prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

    Education High school diploma or equivalent is required.

    Work Experience A seven (7) years of work experience in security, risk or disaster or emergency areas with security responsibilities in the public or private sector, such as national security, military or police, or in a corporate security international environment is required.

    Prior professional security experience with the UN System or an international NGO is required.

    Languages For the position(s) advertised, fluency in (both oral and written) English is required. Fluency in Hungarian is also required. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate. Appointment or assignment against this position is for an initial period of one year.
