The United Nations Office of Counter-Terrorism (UNOCT) was established through the adoption of General Assembly resolution 71/291 on 15 June 2017. As set out in the report of the Secretary-General on the Capability of the United Nations to Assist Member States in implementing the United Nations Global Counter-Terrorism Strategy (A/71/858), UNOCT is mandated to (a) provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; (b) enhance coordination and coherence to ensure the balanced implementation of the United Nations Global Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for the United Nations counter-terrorism efforts; and (e)ensure that due priority is given to counter-terrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the United Nations Global Counter-Terrorism Strategy.

On 7 May 2019, UNOCT launched a flagship capacity-building initiative entitled 'the United Nations Countering Terrorist Travel Programme,' which is implemented in partnership with the Counter-Terrorism Committee Executive Directorate (CTED), the United Nations Office on Drugs and Crime (UNODC), the International Civil Aviation Organization (ICAO), the Office of Information and Communication Technology (OICT), INTERPOL and the International Organization for Migration (IOM). It seeks to support Member States to prevent, detect, investigate and prosecute terrorist offences and serious crime, including their related travel, by using Advance Passenger Information (API) and Passenger Name Record (PNR) data, in accordance with Security Council resolution 2396 (2017) and 2482 (2019). This Programme is fully aligned with the United Nations Global Counter- Terrorism Strategy and will contribute to Sustainable Development Goal No. 16 on Peace, Justice and Strong Institutions, in particular the target on 'strengthening relevant national institutions, including through international cooperation, for building capacity at all levels, in developing countries, to prevent violence and combat terrorism and crime.'

Under the overall supervision of the Chief of the Countering Terrorist Transit Section located in the Special Projects and Innovation Branch (SPIB) of UNOCT, the incumbent will be responsible for:

Substantive Training Courses and training delivery on using goTravel:

  • Review the existing training material developed by the CT Travel Programme, including intelligence-led targeting training (together with UNODC/AIRCOP), as well as the functionalities of the goTravel software (together with OICT)
  • Identify goTravel training needs based on the requirements of PIU staff using goTravel, through direct engagement with PIU staff, and through the goTravel User Group.
  • Advise on the most effective delivery method of goTravel user-trainings, whether e-learning, virtual, or in-person training courses.
  • Develop training courses, based on the above-mentioned advice, on using all the functionalities of goTravel, including intelligence-led targeting, ingestion, compliance, information dissemination. Review and consolidate these training materials into an in-house toolkit and train CTTP personnel and selected experts from the Pool of Experts on requirements to establish in-house capacity to deliver such training in beneficiary Member States.
  • Continuously support the work and the Chair of the goTravel operational sub-working group, and adjust training materials based on the discussions in the sub-working group.
  • Develop a Train-the-Trainer course so Member States can then train their own staff on the use of goTravel.
  • Plan and deliver a pilot course for Member States, evaluate and further customize it together with UNOCT and Implementing Partners;
  • Once the training material is finalized, deliver regular training for Member States, either remotely or by travelling in-person to the Member States
  • Design and develop training material on goTravel use for the Train the Trainer courses
  • Organize and coordinate at least one Train the Trainer course for implementing partners and Trainers in beneficiary Member States to create a multiplying effect.

    Qualifications/special skills Competency: Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to API and/or PNR issues, including the adoption, introduction and use of API and/or PNR by Member States. Knowledge of Security Council mandates on API/PNR and the relevant work of project partners. Ability to rapidly analyse and integrate diverse information from varied sources. Ability to diplomatically handle sensitive situations with target audiences and cultivate productive relationships. Ability to produce a variety of written communications products in a clear, concise style. Ability to deliver oral presentations to various audiences. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Academic Qualifications: Advanced University Degree (Masters or equivalent) in law enforcement, security, terrorism or other related fields. A combination of relevant academic qualifications and extensive practical experience may be accepted in lieu of the advanced university degree. Experience: A minimum 8 years of work experience in the passenger data industry, with a particular focus on training development and delivery at the national or international level is required. Language: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
