The United Nations Office of Counter-Terrorism (UNOCT) was established through the adoption of General Assembly resolution 71/291 on 15 June 2017. As set out in the report of the Secretary-General on the Capability of the United Nations to Assist Member States in implementing the United Nations Global Counter-Terrorism Strategy (A/71/858), UNOCT is mandated to (a) provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; (b) enhance coordination and coherence to ensure the balanced implementation of the United Nations Global Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for the United Nations counter-terrorism efforts; and (e)ensure that due priority is given to counter-terrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the United Nations Global Counter-Terrorism Strategy.

On 7 May 2019, UNOCT launched a new flagship capacity-building initiative entitled 'the United Nations Countering Terrorist Travel Programme,' which is implemented in partnership with the Counter-Terrorism Committee Executive Directorate (CTED), the United Nations Office on Drugs and Crime (UNODC), the International Civil Aviation Organization (ICAO) and the Office of Information and Communication Technology (OICT). It seeks to support Member States to prevent, detect, investigate and prosecute terrorist offences and serious crime, including their related travel, by using Advance Passenger Information (API) and Passenger Name Record (PNR) data, in accordance with Security Council resolution 2396 (2017). This Programme is fully aligned with the United Nations Global Counter- Terrorism Strategy and will contribute to Sustainable Development Goal No. 16 on Peace, Justice and Strong Institutions, in particular the target on 'strengthening relevant national institutions, including through international cooperation, for building capacity at all levels, in developing countries, to prevent violence and combat terrorism and crime.'

Under the overall supervision of the Chief of the Countering Terrorist Transit Section located in the Special Projects and Innovation Branch (SPIB) of UNOCT, the incumbent will be responsible for:

  • Provision of expertise to develop, coordinate and maintain the CT Travel Training Programme;
  • Advise on the design and support the development and revision of CT Travel training material for Passenger Information Units (PIU) officials in collaboration with implementing partners, namely the Counter-Terrorism Committee Executive Directorate (CTED), the International Civil Aviation Organization (ICAO), the United Nations Office of Information and Communication Technology (OICT), the United Nations Office on Drugs and Crime (UNODC) and the International Criminal Police Organization (INTERPOL), by using the ADDIE method or similar theories for the following topics: threat assessment, international legal framework, operationalization of a PIU, state carrier engagement, goTravel software, international cooperation, and maritime module and other relevant topics;
  • Apply Instructional Design methods when producing training material in collaboration with implementing partners.
  • Provide expertise and substantive support towards identifying training objectives following the Revised Blooms Taxonomy or similar theories.
  • Analyze training needs of beneficiary Member States in collaboration with implementing partners.
  • Design and deliver training courses and evaluate the effectiveness of existing training courses by following Kirkpatrick’s model of evaluation or similar theories.
  • Provide expertise and substantive support to and participate in the design and planning of individual (online or in person) training courses and participate in their delivery using different training methodologies including classroom facilitation, simulation exercises, micro-learning, distance learning.
  • Advise on the design and implementation of virtual classrooms with interactive training sessions.
  • Pursue active contacts with potential international experts for training and support the continuous exchange of information to the CT Travel Pool of Experts together with the communications consultant.
  • Guide planning and conduct training outreach activities for the CT Travel Pool of Experts together with the communications consultant.
  • Maintain and update the CT Travel training website together with the communications consultant.
  • Provide expertise to support and coordinate the production of e-learning modules with vendors for UNOCT’s Learning Management System (Moodle), following the structure of the current curriculum in collaboration with implementing partners.
  • Provide expertise and support to organize and coordinate Train the Trainer courses for implementing partners and Trainers in beneficiary Member States to create a multiplying effect.
  • Coordinate the translation of English training material into the other five languages of the United Nations, namely Arabic, Chinese, French, Russian and Spanish.

    Qualifications/special skills Competency: Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to API and/or PNR issues, including the adoption, introduction and use of API and/or PNR by Member States. Knowledge of Security Council mandates on API/PNR and the relevant work of project partners. Ability to rapidly analyse and integrate diverse information from varied sources. Ability to diplomatically handle sensitive situations with target audiences and cultivate productive relationships. Ability to produce a variety of written communications products in a clear, concise style. Ability to deliver oral presentations to various audiences. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Academic Qualifications: Advanced university degree (Master's degree or equivalent) in political affairs, international relations, law, business affairs, management, economics, communications, public relations or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of seven years of experience working on developing and delivering training at the national and/or international level is required. Experience working with international multi-agency projects or programmes is desirable. Language: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
