Since December 2020, Bangladesh Government has started to relocate Rohingya refugees to the Bhasan Char island. Since the UN and Bangladesh government has reached an agreement on providing support to the relocated refugees at Bhasan Char, immediate emergency support on SRHR, education, and protection is needed.

For close to a decade now, UNFPA Bangladesh has supported vital health and protection services for registered refugees in camp settlements, and in the last 2 years, UNFPA has strengthened its service provision support to refugees within and outside the camps. Currently UNFPA is spearheading lifesaving efforts to respond to the acute health and protection needs of women and girls amid this crisis, as well as planning interventions for the protracted situation ahead in Bhasan Char.

To address the protection needs of women and girls, UNFPA has distributed dignity kits and provided access to life-saving health and psychosocial support services for GBV survivors. The Women Friendly Spaces (WFS) provide case management and psychosocial support activities and offer women and girls a space in which to access services, relax and participate in arts and crafts activities.

Against this backdrop and given the significant population of adolescents and youth in the Rohingya communities, UNFPA has been strengthening the agency’s response to meet the needs of this young population. UNFPA will continue providing SRHR and gender-transformative life skills education to adolescent and youth, boys and girls, in different locations in Bhasan Char – to reach out to an increasing number of adolescents and youth in the coming years. These structured life skills and livelihood skills interventions will be provided through UNFPA Implementing Partners (IPs) and the Adolescent and Youth team in Bhasan Char and UNFPA Cox’s Bazar sub-office will support the management and monitor the effective implementation of all interventions.

Under the overall supervision and management of the Programme Analyst Adolescents and Youth, this position is responsible for supporting the UNFPA Adolescent and Youth (A&Y) programme in Bhasan Char. The incumbent will be responsible for supporting UNFPA’s A&Y interventions under the Project for Improving Menstrual Health Management of Women and Girls in Cox’s Bazar, Bangladesh by working closely with Implementing Partners (IP), coordinating interventions in camps and host communities, supporting field level monitoring and collecting data required for quarterly as well as donor reporting.

Administrative Tasks:

● Provide administrative support to the projects and any/all Adolescent & Youth related activities at Bhasan Char. ● Serve as the Youth focal person for UNFPA A&Y unit at Bhasan Char. ● Liaise with government entities, local NGOs and International NGOs and other units of UNFPA to identify capacity gaps, opportunities for adolescents and youth on SRHR, mental health, child marriage, education, and protection issues. ● Provide necessary support to ensure effective field missions and small-scale training events. ● Work closely with the IP to ensure effective implementation of the project within deadline. ● Assist the A&Y unit on all programming and procurement related issues. ● Contributes to the development of training modules for the youth volunteers and provides training on gender, menstruation, adolescent, and youth in humanitarian context, SRHR and UNFPA mandate etc.

Information & Knowledge management tasks: ●Develop and update referral pathways on existing services on the island on health services including but not limited to mental health, general health, SRHR as well as on legal services on GBV, child marriage, human trafficking etc for Alapon helpline service.

●Maintain documents for filing purposes of the A&Y unit – with a special emphasis on menstrual hygiene management, child marriage and sexual reproductive health rights (SRHR).

Monitoring and Evaluation: ● Work closely with IPs to collect project data needed for regular monitoring and reporting requirements. ● Collect case stories, photos and media contents and share with the UNFPA communications team.

Other Corporate Tasks: ● Collaborate with relevant programmes colleagues of the UNFPA Sub-Office to ensure teamwork. ● Any other relevant activities/responsibilities as assigned by the Supervisor, Unit Chief, Representative, Head of Sub Office, and/or Deputy Representative.

programme implementation with experience in the development sector. ● Experience in humanitarian work would be an asset. ● Proficient in computer applications (MS Word, MS Excel, MS PowerPoint). ● Programme management support, particularly in relation to A&Y, gender, GBV, health and/or adolescent sexual and reproductive health. ● Ability to work independently and with minimal supervision and input. ● Fluency in written and spoken English as well as oral fluency in the local Chittagonian or Rohingya dialect is mandatory. ● Understanding of adolescent and youth programming in developing and/or humanitarian settings. ● Strong interest in and motivation for working with diverse partners and learning and innovating to suit the context. ● Candidates from Chattogram, Cox’s Bazar, Noakhali, Comilla are strongly encouraged to apply. ● Female candidates will be given priority due to the nature of the job.

Bhasan Char is an island located in the South- eastern Bangladesh in Noakhali District. The island was formed by Himalayan slit in 2006 and is adjacent to Hatiya Upazila, Noakhali District. It spans 40 square kilometers and is prone to natural disasters. The climate of Bangladesh is generally determined by its location in the tropical monsoon region: high temperature, heavy rainfall, generally excessive humidity, and distinct seasonal variations. It is further characterized by the location in the coastal area.

Since December 2020, Bangladesh Government has started relocating Rohingya refugees from Cox’s Bazar camps to the island. The communications systems and travel to Bhasan Char are dependent on ships and ports and the mainland Noakhali has roads and riverways. Mobile networks are sometimes operational on the island. Walking within the island is only allowed during daytime. Bhasan Char is an island which is under-developed and is currently classified as a non- family duty station.
