DESCRIPTION OF DUTIES

The main responsibilities related to the development assignment are as follows:

  • Classification activities:--> Review submitted PDs for completeness of information and adherence to drafting standards, and accuracy of supporting documents such as organograms and funding forms. Review recruitment profile to ensure it reflects the requirements of the position in compliance with WHO standards. Follow up with the BC on necessary changes. Escalate complex cases of job description design to HR Officer.--> In case of a request for change in grade or establishment of a new post, ensure that proper justification is submitted; perform an initial analysis of the reason for the change, organizational structure, overlaps, or duplication in the duties and precedent cases, for submission to supervisor.--> Review and evaluate classification levels for GS and SSA positions, recommending grade levels by applying the ICSC Master Standard Job Evaluation System to ensure the principle of equal pay for equal work. --> Upon approval, process in GSM establishment of new positions, as well as (re)classification, transfer, and deletion of existing positions, including assurance of availability of funds in GSM, and liaison with units involved.
  • Recruitment and selection activities (P, NPO, and GS positions including assigned rosters): --> Issue approved Vacancy Notices in the eRecruitment System. Develop screening questions and consult with BCs if needed. For GS posts, review requests for VN issuance for validity and completeness, advise to BCs on the possible use of generic PDs and rosters and issue and disseminate VNs ensuring broad outreach. Advise CO on the text of advertisements for publishing in local media.--> Perform preliminary screening of applicants (for the RO) or review the screening performed for GS posts in the COs. Advice on irregularities and propose corrective actions.--> Establish interview panels in line with applicable rules, procedures, and types of positions. Inform interview panels on procedures and follow up on submission to HRS and document of all necessary decisions taken by the Panel. advice on interpretation and application of WHO staff rules and regulations, and selection policies.--> Arrange candidates' assessments such as written tests, presentations, psychometric tests, etc. ensuring efficient planning, objective assessment, and appropriate follow-up to comply with the prescribed timelines. Perform plagiarism analysis for the written tests. Identify and bring to the attention of supervisor irregularities in the process.--> Plan and organize interviews in person or via different types of media, including necessary correspondence with the panel, candidates, or any other party involved. Coordinate these activities when delegated to HR Assistant. --> Ensure submission of educational credentials, performance appraisals and reference checks for the recommended candidates as and when needed.--> Compile the file for submission to the approving authority ensuring completeness of information and compliance to the Guidelines. Upon approval of selection, inform candidate and Administrative team respectively, issue notification for unsuccessful candidates through eRecruitment System or by e-mail.
  • Other duties: --> Guide and brief counterparts in COs and in the Technical Department in the RO on procedures related to the areas of responsibility. --> Track and monitor classification and recruitment cases. Respond to queries from hiring units on the status of the processes. Monitor compliance with the selection process timelines for international professional positions, alert HR Officer of any delay, and propose solutions. Update tracking system on a regular basis. --> Generate reports from the tracking system. Follow up on all pending recruitment actions and take appropriate action, escalate to the supervisor if needed.--> Provide technical guidance to other HR Assistants in the team and replace the Team Lead during absences.

REMUNERATION

Your current contractual arrangements and benefits will not be affected. If your developmental assignment involves a short-term move to another duty station, you will receive the hotel component of the first 60 days DSA rate of the duty station where you will be temporarily based throughout the entire assignment. Travel costs in economy class will be covered. If you assume the full functions of a higher-level post, you may be eligible for acting pay.
