Job Description

Job Overview:

Implemented by the IRC, the Cultural Orientation Resource Exchange (CORE) is a technical assistance program that connects and supports refugee resettlement staff globally to deliver effective Cultural Orientation (CO) which helps refugees achieve self-sufficiency in the United States. As part of this work, CORE hosts and manages the CORE website and a learning platform for resettlement staff operating overseas and domestically to implement the United States Refugee Admissions Program and Reception and Placement Program. CORE is funded by the U.S. Department of State, Bureau of Population, Refugees, and Migration.

The Deputy Director will report to CORE’s Director and supervises other CORE staff to advance CORE’s programmatic objectives. This position will oversee all CORE’s activities that benefit resettlement staff, community sponsors and partners, including implementation of trainings, resource development, and responding to direct TA requests, while also assisting Director in day-to-day operations.

RESPONSIBILITIES:

· Sustains and enhances CORE’s capacity building strategy and oversees its future growth in coordination with other CORE initiatives to ensure maximum reach and user uptake;

· Manage and oversee CORE’s staff focused on activities that benefit resettlement staff, community sponsors and partners, including coaching, guiding professional development, and ensuring that work conducted by staff is managed efficiently and effectively;

· Builds and ensures standards of project management excellence with measurable benchmarks for the team as they carry out their duties and provide technical support for Resettlement Support Centers and national and local Resettlement Agencies;

· Oversee the research, review, development, and dissemination of CORE resources and trainings for resettlement staff, inclusive of CO curricula, best practices, and backgrounders, webinars, and other resources as identified;

· Oversees implementation of engagement and communication activities with CORE’s capacity building activities, including coordination and dissemination of CORE’s Connection newsletter, enhancing existing distribution and communication protocols to ensure the relevance and timeliness of content;

· Coordinate and support work of vendors and subject-matter experts with CORE’s Operation Officer and relevant staff in delivering training and resources;

· Represent CORE at meetings and events, including national Resettlement Agency conferences and other resettlement events as requested;

· Creates in partnership with CORE Director and staff a strong annual proposal submission to PRM and assist with preparations for annual monitoring from PRM headquarters;

· Serve as CORE Officer In Charge in periods of Director absence or as otherwise assigned;

· Perform other duties as assigned.

REQUIREMENTS:

· Bachelors Degree in a related field required, Advanced Degree a plus;

· Minimum 6 years progressive work experience in the field of education or instructional design; experience in the context of social service or humanitarian assistance programs a plus;

· Minimum 3 years program management experience preferred;

· Demonstrated experience managing teams and staff supervision experience required;

· Positive, forward looking, and able to work well in a team-oriented environment

· Demonstrated experience in utilizing different communication and learning technology tools, such as Zoom, MailChimp, and learning management systems

· Proven ability to work collaboratively and problem solve with appropriate input from relevant stakeholders;

· Demonstrated knowledge of the US Refugee Admissions Program and Cultural Orientation programs preferred;

· Excellent written and oral communication skills: the ability to package and copy edit complex topics and ability to communicate effectively with colleagues and external partners across multiple agencies;

· Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines;

· The ability to be flexible and work well under pressure in a fast-paced team environment;

· Solid computer skills: facility with Microsoft Office and email/internet required; experience with Wordpress and webinar and digital learning software preferred.

Working Environment: Standard office work environment. Open to remote work options. The CORE team is currently based in Silver Spring, Maryland.
