Org. Setting and Reporting

This position is located in the Research Innovation and Partnership Section (IPS), Research and Trend Analysis Branch (RAB), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The incumbent will work under the direct supervision of the Chief of Section.

Responsibilities

The incumbent will contribute to the implementation of the UNODC research vision to maximize the value of data and geospatial information systems as strategic research assets ensuring relevance, accessibility and usability of UNODC data and analysis. This includes supporting the Drugs Monitoring Platform (DMP), to ensure effective and efficient collection, processing, analysis and presentation of event-based and geo-referenced data and supporting all other branch research activities by strategically collate information gathered from diverse sources through dynamic analytical visualizations including reports aiming to provide a global real-time picture of drug and crime trends. To optimize the ability of the branch to disseminate operational and policy-related data to stakeholders, she/he will undertake data analysis on selected issues to optimize and improve understanding of selected drug and crime trends through the development of agile written briefs.

Within assigned authority, the Data Analyst (data visualization and analysis) will be responsible for the following specific duties: • Liaise with researchers, analysts, policy-makers to understand and translate data requirements into effective visual representations. • Design and develop interactive and informative data visualizations, dashboards, and reports using tools such as Power BI, Tableau, GIS systems, Story Maps, or similar to ensure that data visualizations and interfaces are user-friendly, intuitive, and accessible to various stakeholders, platforms, and devices. • Locate and define new data analysis process improvement opportunities and identify appropriate data sources for analytics projects. • Improve overall user-friendliness and useability of the data contained in UNODC data systems by developing compelling data narratives that provide context and insights to non-technical audiences, informing program design, management, and decision-making. • Collaborate with data scientists, research analysts, statisticians and information systems specialists to ensure data accuracy, consistency, and availability for visualization purposes. • Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality. • Identify, analyze, and interpret trends and patterns, using basic machine learning techniques, statistical methods to identify relevant features and variables in structured and unstructured sources of information and data. • Prepare integrated analytics, infographics and visual materials for briefing materials and information sharing for senior officials and for publications and support the enhancement of RAB’s knowledge management, planning and decision making. • Enable the collection and process of data from various sources, including but not limited to web pages using web-scraping, RESTful APIs, social media, text documents, SQL, and NoSQL databases. • Prototype and test machine learning solutions using different types of data (tabular, text, image) for various problems using unsupervised and supervised algorithms, including clustering, classification, regression, time-series analysis, and forecasting. • Utilize and remain updated on new data analytics, infographic design and GIS tools and demonstrate the ability to incorporate new knowledge and tools into the work of RAB. • Perform other work-related duties as assigned.

Advanced university degree (Master’s degree or equivalent) in computer science, data science, analytics, statistics, information management, economics or other social sciences is required.

A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of progressively responsible professional experience in applied analytics, business intelligence, information management, statistics, social sciences or related area is required.

Experience in producing data analytics, data visualisation products, and infographics designs, including in using established databases and identifying and utilizing a diverse range of open-source materials, is required

Experience with database and programming languages, such as SQL, Python, and R, and GIS data and visualization mapping software, such as ArcGIS, QGIS, PowerBI, is required.

Experience with operational or analytical work in an international context is desirable.

Experience in the dissemination of drug and crime related data and statistics is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment
