The West and Central Africa Region (WCAR) strongly believes in people-centric leadership, in a diverse, equitable and inclusive workplace for all, where UNICEF’s core values (“CRITAS”) and standards of conduct are upheld as the Region’s strategies towards the achievement of its Key Results for Children (KRCs).

WCAR has embarked on a transformational journey to improve policies, processes, systems, to promote positive workplace environment and to make the workplace and workforce truly diverse, equitable and inclusive.

To support this journey, WCAR is looking for a consultant that will draft a strategy that includes the following main elements: (a) diversity, equity and inclusion (DEI), with a focus on gender (b) duty of care with a focus on psychological safety. The strategy will contain a clear action plan and deliverables (eg. training, learning opportunities, resources etc.), identify the main stakeholders and define timeframe for each deliverable.

The consultant will have extensive experience in People Management, Human Resources, and will help bring the different elements and initiatives into a comprehensive Strategy.

How can you make a difference?

Objectives

The overall objective is to develop WCAR’s strategy on DEI and Duty of Care, through consolidation of existing documents, ongoing initiatives and priorities and consultations with WCAR staff and leadership.

Scope of Work

Under the supervision and guidance of the Regional Chief of Human Resources, the consultant will be responsible for consolidation, consultations and drafting of WCAR strategy on DEI and Duty of Care:

  • Conduct desk review of existing strategies, policies, and initiatives (global and regional) that are related to People Strategy (1 week)
  • Draft WCAR strategy on DEI and Duty of Care based on desk-review (1 week)
  • Share the Strategy within WCAR for consultations
  • Review feedback and edit based on feedback and inputs (1 week)
  • Share the revised version for final round of feedback
  • Finalise the document based on additional feedback and inputs (1 week)

The Work Plan (Key deliverables, Tasks, Timeframe and Payment Schedule)

Key deliverables are outlined below.

  • A first draft strategy shared with the WCAR HR community
  • A 2nd draft strategy shared with the WCAR HR community
  • A finale WCAR Strategy on DEI and Duty of Care document.

The timeframe is 8 weeks (4 working weeks over 2 months)

The Consultant will be paid at the end of the contract, upon satisfactory delivery of the final deliverable.

Reporting Requirements and Key Responsibilities

The consultant will report to the Regional Chief of Human Resources.

To qualify as an advocate for every child, you will have

1) Education

  • University degree in Human Resources, Organizational Development, Business administration, Psychology, or other relevant field

2) Work experience

  • A minimum of 8 years' experience of solid professional work in Human Resources, including field experience
  • Experience in the UN or other international or humanitarian organizations or large private organizations

3) Language Skills

  • Fluency in written English
  • Strong drafting skills in English
  • Fluency in French is an asset

Administrative Requirements

The consultancy will be remote.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
