UNICEF Guinea is in the last year of its current country programme 2018-2023. The new country programme is planned to start 1 March 2024. To accompany the Country Programme Document (CPD), the office is preparing a Country Programme Management Plan (CPMP) to define the management strategies and human resource structures for the new programme. To support in the transition from the current to the next cycle, the office wishes to undertake a skills gap analysis to assess existing skills, knowledge, and competencies and to identify any remaining gaps. To do this, the office is seeking the support of an experienced consultant.

How can you make a difference?

An assessment of existing staff capacity and linking that to the needs of the office for the next cycle will help the office to identify gaps that will need to be filled through recruitments and / or capacity development and learning. Under the supervision of the Deputy Representative for Operations, the consultant will work with the HR team and in close collaboration with management and the local Learning and Development Committee to organize consultations with each programme section and support function to assess current skills profiles in the office. The consultant will review plans and other relevant documentation including Guinea country office CPD, CPMP (draft) and the office learning and training plans & reports. Ultimately, the consultant will identify the foreseen gaps between current capacities and the required skill sets and recommend strategies to bridge the identified gaps. The proposals shall be in line with corporate guidance and make use of best practices from other offices, in particular exploring opportunities for new and innovative ways to organise work for best results

Scope of Work:

The consultant will be responsible for the following tasks:

  • Review the current set-up and its fit-for-purpose.
    • Interact with section heads, staff and their representatives, management and HR for expectations and motivations. Analyse and summarize existing capacities, skills and competencies.
    • Review of the PER and Training outcomes of 2022/2023
    • Definition of the future need skills per programmatic priorities
    • Sharing best adult learning practices and experience from other offices. Contextualization of the learning organization system to Guinea context
  • Analyse the CP results structure for the next cycle and identify HR related barriers for success. Ascertain the types of skills and competencies required to ensure that the results of the new country programme will be achieved
  • Recommend key elements for an office learning and training strategy for the next programme cycle. Propose approaches to update capacities and reprofile staff.
  • Identify recruitment needs
  • Produce a report building on a comprehensive and analysis and making use of industry best-practices to propose a realistic and actionable plan forward, taking into account the context in Guinea.

Location and Duration

The consultancy is planned for a total of 22 working days in January-February 2024. The consultant shall be physically present in Conakry for 2 weeks to interact and engage with sections while the rest of the assignment can be done remotely.

Deliverables

  • Review of key documents. Make observations based on past trends and plans for the upcoming cycle Detailed workplan 5 working days (home-based)
  • Interact and engage with sections across the office to assess the profiles and skills of each organisational unit and team Facilitation report and/or minutes of internal sessions 10 working days (in-country)
  • Summarize Guinea CO competence and skills profiles and outline gaps vis-à-vis the new programme. Include a list of recommendations Comprehensive final report 5 working days (home-based)
  • Presentation of findings to HR and management Presentation and conclusions 2 working days (home-based)

To qualify as an advocate for every child you will have…

  • Advanced university degree or other relevant and sufficient education or training in management, organisations, human resources, training and development, or other related fields
  • Minimum of 10 years of relevant work experience in HR development, skills assessments, training, organisational design, or other relevant area at professional level
  • Extensive experience in assessing and developing staffing structures, job profiles and organisational assessments
  • Experience in CPMPs or similar processes with UNICEF or other UN agencies
  • Knowledge of UNICEFs HR related policies, structures and systems
  • Knowledge of development cooperation strategies and modalities
  • Good analytical skills, and sound judgment
  • Excellent report writing skills
  • Good interpersonal skills
  • Fluency in French and English

  • Medical insurance (health and accidental death, medical evacuation) for the entire duration of the contract.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
