To ensure all required support relating to the UN System-wide COVID-19 Vaccination Programme, is provided to UNICEF personnel worldwide.

How can you make a difference?

UNICEF is committed to ensuring the safety and health of its personnel and communities it serves. UNICEF is part of a coordinated, UN system-wide approach to ensure the availability of vaccine to UN personnel, their dependents and implementing partners. The roll-out of the COVID-19 Vaccination Programme for UN Personnel will provide a significant boost to the ability of personnel to stay and deliver on the Organization’s mandates, to support beneficiaries in the communities they serve, and contribute to our on-going work to recover better together from the pandemic.

As part of the UN System-wide COVID-19 Vaccination Programme, the consultant will be responsible for the COVID-19 vaccine data coordination and administration of the UNICEF components of the global database.

Under the direct supervision and overall guidance of the Chief of Policy, Employee Relations, Compensation and Social Benefits (PERCS), and Chief of HR Operations and Analytics, the consultant will:

1. Upload UNICEF personnel data to the Everbridge Database Platform (software solution to track Covid-19 vaccination rollout in eligible countries) with assistance and in coordination with the wider UN HQ COVID-19 vaccine deployment team

2. Communicate with offices on the opening of Everbridge Platform for registration of UNICEF personnel and their eligible dependents

3. Request the UN HQ Deployment team to create UNICEF country Evaluators (responsible for conducting the eligibility review of all “self-registered” personnel in the platform at the country level) and orient them on how to activate their accounts in Everbridge Platform

4. Assist offices on registration of personnel and their eligible dependents in collaboration with the UN team and designated Country Evaluators

5. Provide technical support to UNICEF offices on technical issues related to registration of personnel and their eligible dependents

6. Respond to questions on the COVID-19 vaccination programme/Everbridge system or escalate them, if necessary

7. Regularly attend the Vaccine Deployment Working Group Meeting and take necessary action based on the recommendations, in consultation with the supervisor

8. Regularly monitor the UN System-wide COVID-19 vaccination portal to obtain the updates, and to share with relevant stakeholders

9. Take data clean-up action on the inactive, duplicates or non-responsive pre-loaded contacts in the Everbridge platform in collaboration with UN HQ team and in consultation with the supervisor

10. Other support on the communication of COVID-related health efforts in Occupational Safety and Health, wellbeing, and related areas

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Public Health, Law, International Relations, Business Administration or related field.
  • A minimum of five (5) years of increasingly responsible professional experience in database administration or other comparable HR or other data administration (e.g. Talent Management System, VISION/SAP, Everbridge, other databases)
  • Strong planning and organizing skills
  • Ability to take initiative. Ability to communicate effectively in a diverse organization
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Health Insurance

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage (wherever the candidate is based).

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
