Purpose of the Assignment

The purpose of this assignment is to provide technical support to the Recruitment Centre of Expertise (RCOE) to facilitate the transition of talent groups management to Recruitment Administrative Services (RAS). The consultancy supports the RCOE functions in the Talent Engagement and Partnerships team, with maintenance of talent groups, preparation of reports on key elements related to management of talent groups and supporting the management of the RCOE mailbox. The consultancy will be supervised by the HR Officer.

Scope of Work

Objectives and Expected Results

The expected results for the consultancy are as follows:

  • Maintenance of International Professional (IP) category talent groups.
  • Report prepared on analysis of talent groups profiles vis a vis the categories and or functional area and action taken to correct any anomalies.
  • Report on talent groups maintenance actions.
  • Report prepared and actions implemented to record approved Tour of Duty (ToD) waivers.
  • Maintenance of the RCOE mailbox.

Description of the Assignment Tasks

The specific tasks for this consultancy are as follows:

1. Conducting review and maintenance of International Professional (IP) category of talent groups (TGs) in alignment with the revised Procedure on Staff Selection:

  • Review reports for placement of candidates in talent groups and ensure timely placement and feedback to hiring offices.
  • Review existing profiles included in the talent groups versus the TG functional area to identify cases of inaccurate mapping and follow up with respective colleagues to ensure correct mapping of candidates in talent groups.
  • In collaboration with function focal points, review the current talent groups to establish needs for establishment of sub-categories or new talent groups that incorporate the different areas of work under the functional area.
  • Prepare a monthly report on the candidates placed in the talent group.
  • Review IP talent groups membership validity and take action to ensure membership is current i.e., removal of candidates appointed at the level and expired membership.

2. Tagging candidates who receive approval of ToD waivers in the Talent Management System (TMS) in a timely manner and compile reports regarding all approved ToD waiver cases, including actions taken, for the period 24 June 2024 to 23 December 2024.

3. Daily monitoring of the RCOE mailbox, managing requests on talent group placements and flagging other cases to the HR Officer.

Duration

Six months, with expected start date of 24 June 2024 and end date of 23 December 2024.

Within consultancy duration

To qualify as an advocate for every child you will have…

  • A bachelor's degree in Human Resources, Business, Education, International Development, Communication or a related field.
  • A minimum of two years of relevant work experience, which should include experience in recruitment, data analysis and drafting reports.
  • Experience in the use of a Talent Management/HRIS platform.
  • Knowledge of and/or experience in UN/UNICEF recruitment process is an asset.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required, including strong writing skills. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
