Purpose of Activity/Assignment:

Revise existing UNICEF policies on social security (medical entitlement related) policies including, medical evacuation, medical clearances, sick leave and the medical insurance plan. As part of this process liaise with stakeholders to consult with a view to complete revision of these policies (HOME BASED)

Scope of Work

Social security policies, including, medical evacuation, medical clearances, sick leave and the medical insurance plan policies are key components of medical entitlements offered by UNICEF to its staff. The existing policies date back a number of years and require revision in light of Covid-19 as well as to align with identified policy changes over the years.

The consultant will work directly with the Human Resources Manager of the Social Security Pillar (PERCs) in the Division of Human Resources to revise the policies as well as actively reaching out to the various stakeholders in the process to assess and incorporate amendments to the policies.

In particular, the consultant will:

- review existing regulatory instruments governing medical evacuations, medical clearance, sick leave and the medical insurance plan in the UN and other inter-governmental organizations;

- review a revised version of the medical evacuation policy with a view to consulting with stakeholders and including any lessons learned from the Covid-19 medical evacuation mechanism;

- review the current policy on the medical insurance plan, including the list of benefits and associated information circular and other document and prepare a revised draft for discussion with stakeholders;

- update a list of identified issues for discussion and coordinate with the relevant insurance provider to receive cost estimates for various requests for inclusion in the policy and design a framework of possible additional insurances that could be offered to staff or non-staff.

How can you make a difference?

The main deliverable is revision of the social security (medical entitlements) policies (and associated documents with consultations with the stakeholders. These should be ready for publication.

The secondary deliverable is completion of the process in revising the medical insurance plan and the conclusion of consultations with stakeholders leading to a revised policy ready for publication.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Public Health, Law, International Relations, Business Administration or related field.
  • A minimum of three (3) of relevant professional experience in Policy revision with knowledge of public health, medical insurance and medical evacuation processes.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • An understanding of how UNICEF functions and some knowledge of the HR systems, policies and procedures.

Health Insurance

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage (wherever the candidate is based).

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
