Org. Setting and Reporting The position is located in the Health and Life Insurance Section of the Financial Risk Management Service of the Finance Division within the Office of Programme Planning, Finance and Budget, DMSPC. The incumbent will report to the Chief of the Heath & Life Insurance Section.

Responsibilities Under the general supervision of the Chief of Section, the incumbent performs the following duties:

1. Participates in the development of communication plans for the Health & Life Insurance Section (HLIS) and prepares insurance presentations and communication pieces, including webinars and video teleconferences with other duty stations as it relates to missions and offices away from headquarters. This includes the following:

(a) Oversees the relevant areas of the HLIS' website, ensuring that all information is up to date at all times and using the website as the primary medium for all communications; (b) Manages the relevant topics of iSeek webpages for HLIS and updating content as needed, as well as posting global announcements for any HLIS related event and/or updates; (c ) Supports the communication plan and management of consultants. Communication plan will include but not be limited to the Insurance Annual Campaign, Information circulars, and various other related forms, documents, and policies; (d) Organizes educational and informational webinars and preparing presentation material,including presentations for the UN new staff orientation programme and the pre-retirement seminar; (e ) Works with Third Party Administrators (TPA) of the various insurance plans to develop adequate communication pieces for the programme participants and HR partners.

2. Supervises and reviews the Benefits Assistant responsible for a variety of HLIS activities and processes such as client service, Active & ASHI enrollment; Works with UN agencies to streamline HLI processes when necessary. Participates in Umoja and UNJSPF system discussions by acting as the HLIS focal point for on-going training and communication for the Medical Insurance Plan (MIP). This includes: (a) Oversees the enrolment process of eligible active and retiring staff members of the UN and other participating entities; (b) Oversees the relevant interfaces such as the ASHI Pension Interface such as Umoja payroll and UNJSPF IPAS (V3); (c) Liaises with Pension Fund; (d) Supervises staff handling communications routed through the Customer Relationship Management tool (iNeed) and ensuring that queries are answered within 48 hours; (e) Organizes and coordinates administration and end-user training as required such as training sessions required for Umoja and IPAs use; (f) Supervise staff charged with enrollment and reimbursement; (g) Support ASHI valuation and Financial Reporting section.

3. Performs ad hoc assignments as required by the Section Chief and/or the Chief of Service.

•CLIENT ORIENTATION: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education An advanced university degree (Master’s or equivalent) in business administration, finance, accounting or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible professional experience in human resources, administration, or benefits and entitlements is required. In addition, at least two of the required years of experience must include the administration of benefits or entitlements for a large global organization. Experience with client service management is required. Experience in Health Insurance design, training, and usage of Insurance, HR, or Payroll modules in a global ERP system as well as workflow and processes is desirable. Experience leading a team is desirable. Experience creating, revising, and publishing policy documents, such as Information Circulars and/or Administrative Instructions, for a large international organization is desirable. Experience in Project management is desirable. Experience with a government sponsored retiree health scheme is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and/or availability of the funds.
