UNICEF Division of Human Resources (DHR) is seeking to batch recruit two positions to support its new global delivery strategies:

  1. HR Specialist (Talent Placement) for the Talent Engagement and Partnerships Team to support the development, planning, implementation, and execution of UNICEF's Global Talent Mobility and Placement Exercise.
  2. HR Specialist (Interagency Mobility) for Senior Leadership Support (SLS)Team to support the inter-agency movements and collaborations pertaining to staff on Loans, Secondments, and Transfers, as well as related talent management activities of the team.

HR Specialist (Talent Placement), (P-3), FT, Talent Engagement and Partnerships, Post #63075, DHR, Istanbul, Turkey

Under the guidance of the Chief of Talent Engagement and Partnerships, the incumbent of this post will be responsible for supporting the development, planning, and implementation, of UNICEF's Global Talent Mobility and Placement exercise annually to facilitate geographical /functional movement of talent within UNICEF. The incumbent will project manage, ensure best employee experiences, provide technical guidance to facilitate talent mobility and to support the creation of a workforce that is versatile in experience and adaptable to different contexts.

Summary of key functions/accountabilities:

1. Support the Proactive Mobility of staff who have completed their minimum Tour of Duty

  • In collaboration with relevant stakeholders, designs proactive approaches to facilitating the mobility of staff who have completed their minimum tour of duty, prepare them and facilitate their potential next assignment.
  • Collaborates with the Learning & Career Development team to facilitate CD programs for staff completed minimum tour of duty.

2. Planning, implementation, management of UNICEF's Global Talent Mobility and placement Exercise

  • Develops the project plan for the annual global mobility exercise in consultation with relevant stakeholders.
  • Develops the communication strategy, designs Global Broadcast Messages, website, FAQs and conducts information sessions for various clients and stakeholders.
  • Responsible for the issuance of the mobility bulletin and updated guidelines.
  • Provides guidance to offices, HR and staff in the mobility selection process and provides oversight to the process, ensuring the highest level of client-orientation.
  • Provides accurate and timely guidance and oversight to all the milestones of talent mobility and placement exercise to different stakeholders.
  • Ensures timely resolution of cases and provides policy guidance and advice to clients on global talent mobility.
  • Coordinates the establishment of the Special Constraint Panel and facilitates the discussions on deferment requests.
  • Coordinates the establishment of mobility panels, , and facilitates the panel discussions.
  • Supervises and guides the Talent Mobility team to perform at their best and ensures a supportive environment for personal and professional development.
  • Keep abreast, research, benchmark, and implement best and cutting-edge practices in Mobility and Placement management and contribute to the development of global policies, procedures and introduce innovation through sharing of best practices and knowledge learned.

3. HR Data Analytics and Reporting

  • Interpret and analyze HR data to help inform strategic decision making on placement processes and strategies.
  • Provides status updates and timely data to mobility panel and clients.
  • Documents best practices and lessons learnt for further improvement.

HR Specialist (Interagency Mobility), (P-3), FT, Senior Leadership Support, Post# 122454, DHR, Istanbul, Turkey

The HR Specialist, within the area of responsibility, is accountable for implementing HR services that contribute to enhancing senior staff talent management, engagement, and experience. The incumbent will primarily provide technical guidance on talent management related to inter-agency movements and collaborations pertaining to staff Loans, Secondments, and Transfers, as well as related talent management activities of the team. The HR Specialist is expected to work collaboratively with other pillars of the team to contribute to high performance of the team.

Summary of key functions/accountabilities:

  1. Provide technical guidance on inter-agency movements (Loans, Transfers & Secondments), including liaison with requesting offices/ agencies and individual staff members. Advise and guide on the programme modalities with various Internal Divisions/ Offices and external UN agencies/ Offices.
  2. Provide effective and strategic support to relevant inter-agency processes, as well as negotiations of issues that are relevant to UNICEF’s priorities or its program of work.
  3. Coordinate the provision of development opportunities for Leadership Talent Group members through inter-agency loans/secondments, developmental assignments, shadowing opportunities, coaching, mentoring, etc. in close coordination with other UN entities.
  4. Contribute to the communicators plan of the Senior Leadership Support Team. Develop and maintain an internal web site on inter-agency issues and contribute to providing regular updates on issues related to inter-agency coordination.
  5. Analyze existing talent pipelines from the learning and talent management perspective, providing pro-active, candid, consistent, relevant, and comprehensive advice and guidance that contributes to growth, development, and employee satisfaction.
  6. Support Resident Coordinator (RC) and Humanitarian Coordinator (HC) system matters as a UNICEF focal point, including managing the respective talent pipelines; and liaising with the United Nations Development Coordination Office (UNDCO) and the United Nations Office for the Coordination of Humanitarian Affairs (OCHA).
  7. Support the Section Chief in overseeing accreditation and agreement process for UNICEF’s Representatives.
  8. In close collaboration with the Learning and Development Team, DHR, contribute to the career development and learning for the senior leadership cadre and the leadership pipeline.
  9. Provide support to the Office of the Executive Director and affiliated offices on talent acquisition, job classification, career development, performance management, data analytics, learning & development etc.
  10. Work closely with immediate team members and members of OneHR to support and contribute to corporate HR strategy formulation and global implementation. Provide feedback and make recommendations on the establishment and improvement of HR systems, policies, and processes. Other similar duties as requested by Chief, Senior Leadership Support Team.

To qualify as an advocate for every child you will have…

  • An Advanced University (Master’s) Degree in Human resource management, business management, international relations, psychology, or other related social science field is required. First level degree may be considered in lieu of two additional years of relevant work experience.
  • A minimum of five (5) years of increasingly responsible professional experience in human resources management with an international setting or large corporation is required.
  • Prior experience in Talent Management is highly desirable.
  • Fluency in English (written & verbal) is required. Knowledge of an additional UN Language (Arabic, Chinese, Russian, French, Spanish) is considered an asset.
  • Ability to implement innovative HR programs within a fast paced, evolving, and wide organizational setting is required.

  • Prior experience in engaging with all categories of staff, including most senior level staff in the organization is required.

  • Demonstrated experience in strict adherence to tact, discretion and confidentiality is required.

  • Knowledge of organizational and HR information technology systems and tools is required.

  • Demonstrated ability to communicate effectively in a diverse organization tailoring language, tone, style, and format to match audience is required.

  • Prior experience in supervising and leading a team is highly desirable.
  • Project management skills and ability to achieve timelines working under tight deadlines is highly desirable.
