Org. Setting and Reporting These positions are located in various Country or Regional Offices operating under the Border Management Branch (BMB), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). This Job Opening serves to build a roster for positions in its five global programmes: Global Maritime Crime Programme (GMCP), Global Programme on Crimes that Affect the Environment (GPCAE), Global Programme on Criminal Disruption (GPCD), Passenger and Cargo Border Team (PCBT) within various duty stations. The incumbent will work under the supervision of one of the Senior Programme Officers heading one of the BMB Global Programmes and the Representative of the respective UNODC Country or Regional office. The work will be carried out in close coordination with the Border Management Branch (BMB) and relevant Regional Offices in the field and Regional Sections and substantive units at headquarters in Vienna.

Responsibilities Within assigned authority, the Associate Programme Officer (Border Management) will assist in the implementation of activities being carried out in the relevant field location under one of the BMB Global Programmes which aim to prevent and disrupt cross border crime. The incumbent will be responsible for the following specific duties:

  • Assist in the development, implementation and evaluation of project activities under one of the BMB Global Programmes with a focus on a variety of specialized technical and training services in the substantive area of border management.
  • Assist in identifying technical assistance needs for capacity building and develop sustainable strategies to reform and strengthen the capacity criminal justice authorities responsible for border management.
  • Assist in organizing specialized training on issues related to border management and forms of transnational organised crime for national and regional counterparts.
  • Assist in project/programme and/or budget revisions, the preparation and dissemination of costed work plans, terms of references and other related project documentation on maritime crime.
  • Contribute with substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
  • Contribute to the preparation of various written outputs, e.g. draft background papers, briefing notes, analytical notes, sections of reports and studies, inputs to publications, etc..
  • Provide administrative and substantive support to consultative and other meetings, workshops, conferences, etc., including proposing agenda topics, identifying and proposing participants, preparing background documents and presentations, handling logistics, etc.
  • Support field missions including provision of substantive and administrative support, data collection, etc.
  • Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
  • Perform any other work-related duties as required/assigned.

    Education Advanced university degree (Master’s degree or equivalent) in law, criminology, social sciences, police administration, customs, business or public administration or relevant social or political area with significant focus on international criminal law matters, international security policy, criminal justice and/or law enforcement issues, is required. A first-level university degree in similar fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP)/ the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience A minimum of two years of progressively responsible professional experience in project/programme management or administration within the area of rule of law, maritime law enforcement and criminal justice at the international level OR the successful completion of the Young Professionals Programme Examination (YPP)/ the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Experience in post-conflict, peace-building countries is desirable.

Work experience within the United Nations system or similar international organization and technical experience in the fight against international crime are desirable.

Experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in French is desirable. Knowledge of another United Nations language official is desirable. Knowledge of Portuguese is desirable.
