Org. Setting and Reporting

This position is located in the Office of the High Commissioner for Human Rights (OHCHR) in Bogota, Colombia. The Assistant Data Analyst reports to the Head of Operations and Programmes. The focus of this job is to generate data-driven analyses and insights in support of decision-making processes.

Responsibilities

Within delegated authority, the Assistant Data Analyst will be responsible for the following duties: Supports the implementation of OHCHR Colombia strategies by providing the team members with complete, valid, timely, consistent and accurate data coming from primary or secondary sources and maintaining databases/data systems by: • Creating simple data visualizations infographics and maps from OHCHR and other relevant data sources, for internal or external use independently. • Creating reports and responds to ad-hoc queries. Contributes to research, identify, and document gross violations of human rights and international humanitarian law, by using approaches and methods that will lead to innovative data products and services by: • Performing ongoing monitoring and refinement of reports based on the relational analysis of cross-sources for the processing and management of geographic and social information. • Providing technical support for existing reports, dashboards, or other tools contributing to the research, identification and documenting of violations of human rights. • Providing advice on how data can be utilized to improve decision making within the knowledge domain. • Identifying and analyzing errors and inconsistencies in data and providing timely resolutions to support the monitoring of the human rights situation in the country. • Translating data results into written reports, or presentations to convey information to different audiences (including the management team). Participates in the facilitating of knowledge building and management by: • Documenting requirements, background information and methodology used for data analysis, acting as a focal point for the collection, analysis and protection of information of gross violations of human rights and international humanitarian law. • Contributing to the facilitation of knowledge building and management by developing training materials and user manuals and perform other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in computer science, data science, analytics, statistics, information management, cartography, Geographic/Geospatial Information Systems (GIS), management or a related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two (2) years of experience in applied analytics, business intelligence, statistics, project management, or related area is required with a first level university degree. No experience is needed for candidates who hold an advanced degree (Master's or higher). Experience in using data to advance decisions, strategies and execution is required. Experience with self-service analytics and data visualization applications (MS PowerBI, Qlik, Tableau or similar), or business intelligence tools (SAP Business Objects, etc.) Arc-Gis, IBM Watson Content Analytics, or office automation in general is required. Experience in tools managing version control such as Git is desirable. Experience with database or programming languages (SQL, Python, R) is desirable. Experience in Advanced Excel and PowerPoint is desirable. Experience within the United Nations common system or similar international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written Spanish is required. Knowledge of English is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
