Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Working with various stakeholders from Government, CSOs and Parliament to ensure gender is mainstreamed in public policies and strategies, legislative reforms and in political and economic participation processes, UN Women in Tunisia is currently focusing on three areas – Governance and Women’s Political Participation, Women’s Economic Empowerment, and Women Peace and Security (WPS). The work on WPS centers around the following key interventions:

  1. Support the implementation, monitoring, and review of the National Action Plan on Women, Peace and Security (UNSCR 1325)
  2. Gender-responsive approaches to promote social cohesion and prevent and counter violent extremism.

The empowerment and active participation of youth, media, and civil society and inclusion of marginalized groups is a key strategy in these interventions in addition to the empowerment of state actors.

To support the technical, strategic, and programmatic work on WPS, UN Women is looking for an Advisor.

Duties and Responsibilities

Working under the direct supervision of the Deputy Country Representative, the WPS and C/PVE Advisor will:

  1. Contribute to programme development on WPS and C/PVE;
  2. Support the implementation of the WPS and C/PVE programme portfolio;
  3. Support partnership and coordination efforts;
  4. Support the advocacy, knowledge building and communication efforts; and
  5. Support other activities as required by the supervisor or Country Representative.

Contribute to programme development on WPS and C/PVE;

  • Provide programme advisory support and policy advice to the supervisor and other staff working to develop programmes and activities;
  • Draft programme documents and strategies;

Support the implementation of the WPS and C/PVE programme portfolio;

  • Provide technical support and guidance (or oversight, where requested by the supervisor) to technical staff, facilitators, project managers, and researchers for the development and implementation of their activities;
  • Support the finalization of work plans and budgets in line with Results-Based-Management principles and tools;
  • Review the submission of implementing partners’ mandatory reports as required;
  • Contribute to monitoring and reporting of the WPS programme portfolio (including financial monitoring);
  • Implement and oversee capacity development opportunities and initiatives;

Support partnership and coordination efforts;

  • Facilitate consultations with key stakeholders, women leaders, human rights experts and UN partners, as required;
  • Build, manage, and expand relationships with national partners to support the implementation and expansion of the WPS programme;
  • Serve as an expert resource to partners on WPS;
  • Provide partners with advanced technical assistance, training and capacity development initiatives.
  • Prepare high-quality donor reports and contribute to UN Women reporting (quarterly, annual, etc.) In close coordination with Country Representative and Deputy Country Representative develop and implement partnerships and resource mobilization strategies for WPS;
  • Proactively identify potential donors/ partners and explore opportunities for resource mobilization;
  • Undertake analysis and research information on donors, finalize substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.
  • Support the inter-agency coordination to achieve a coherent and aligned implementation of WPS activities;
  • Represent UN Women in meetings and policy dialogues on issues related to WPS as requested by the Country Representative;

Support advocacy, knowledge building and communication efforts;

  • Represent UN Women in meetings and policy dialogues on issues related to WPS and C/PVE as requested by the Country Representative;
  • Manage advocacy strategies and their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Lead the development of knowledge management strategies and methodologies and products.

Support other activities as required by the supervisor or Country Representative.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in security studies, social sciences, human rights, gender/women's studies, law, international development, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum 5 years of progressively responsible experience at the national or international level in design, planning, implementation, monitoring and evaluation of development or humanitarian projects;
  • Proven research or other technical experience working on Women, Peace and Security and C/PVE;
  • Experience writing and publishing reports and communications products is an asset
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience supervising staff is an asset;
  • Experience working in the UN System is an asset;
  • Experience conducting workshops/capacity development is an asset;
  • Experience working in the MENA region is an asset.

Language Requirements:

  • Fluency in Arabic and French is required;
  • Knowledge of English is an asset

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • The contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
