Job Description

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries, the IRC aims to restore safety, dignity, and hope to millions uprooted and struggling to endure.

Following a first assessment conducted in January 2017 in Italy and another one in July 2017, several critical protection gaps were identified within assistance provided to refugees and migrants in Italy: mental health and psychosocial support (MHPSS), assistance to unaccompanied children, information provision and legal support. To respond to the identified gaps, IRC established a small presence in Italy. Programs in Italy include Refugee.Info, a web-based information platform, child protection programming targeting unaccompanied children and victims of trafficking, mentoring programs for the socio-economic inclusion of refugee youth, WPE, and education (social-emotional learning and healing classrooms). With the onset of the Ukrainian refugee crisis in Ukraine, IRC Italy is ramping up its capacities to respond to the protection and MHPSS needs of newly arrived Ukrainian refugees in several locations in Italy.

Context of the Assignment

In November 2022, IRC Italy commenced capacity-building programming under the project WIN - Workforce Integration for Newcomers. The program is implemented in 6 locations in Europe and the USA to support immigrants and refugees in preparing for, accessing, and advancing in local labor markets through direct workforce development services, capacity building of local partners, and engagement with industry and employers.

In Italy, WIN focuses on the capacity building pillar, providing capacity building and technical assistance to municipal job centers and public or quasi-public local employment service partners to improve practices, policies, and services delivered to refugees and migrants.

In multiple locations across Italy, WIN is providing support to public employment centers and integration services through i) staff training, ii) strengthening the network with other Public Services/Civil Society Organizations, and iii) joint outreach activities to clients or employers.

We are looking for one facilitator to develop content and conduct training for employment service providers staff.

Purpose of the Assignment

The WIN Facilitator will work closely with the Senior Livelihoods Officer in Milan to support the IRC Italy Team in delivering training to local partners' staff on employment support for refugees and the migrant population. The role can be supported remotely from within Italy, with 100 hours of anticipated consultant hours. Occasional travels.

Scope of work

Specific objectives of the assignment

The main responsibilities of the WIN Facilitator will include:

Content development, implementation of training, and capacity building:

• Identify local services providing employment-related services (e.g. tax assistance/welfare services, language training, Job helpdesk, mediation/interpretation, childcare, transport benefits, centers issuing licenses and certification)

• Develop local mapping tools ensuring correct and updated information on local employment-related services

• Design interactive and participatory activities with a focus on i) service mapping and referrals and ii) profiling, skills assessment tools and methodologies, strategies to build professional and career paths.

• Conduct in-person and online group training to employment centers staff, applying the adapted toolkit and methodologies.

• Maintain regular contact with partner focal points to ensure a constant flow of information and feedback as well as capacity strengthening during and after the training.

Reporting, Monitoring & Evaluation:

• Ensure consistent monitoring and evaluation of training activities (recording attendance, collecting pre and post-assessment questionnaires) based on relevant M&E tools with the support of the Senior Livelihoods officer and M&E officer;

• Ensure weekly reporting on activities, highlighting any implementation challenges and proposing solutions and adaptative measures to the Senior livelihoods Officer when necessary.

• Engage in a final reflection activity to collect standard methodologies and learning at the end of the project.

Other tasks:

• Carry out any other ad hoc task considered by the supervisor or by the IRC;

• Ensure that all activities are implemented in accordance with the IRC's operational policies;

Deliverables

• Contextualized and adapted curricula and materials on job orientation and job counselling for migrant population.

• Development and updating a mapping tool of local employment-related services available in the Milan metropolitan area.

• Design and delivery of in-person and online group activities to participating Partners Staff, on i) service mapping and referrals and ii) profiling, skills assessment tools and methodologies, strategies to build professional and career paths. Min. 6 sessions of 3 hours each between January and April 2024.

• Contribution to the drafting of WIN bimonthly periodical[SB1] reports.

Competencies and skills

Skills and knowledge gained through a combination of job-related training, practical field experiences, and some form of formal education including:

• Education

• A bachelor's degree in business administration, economics, psychology, HR management, or social sciences is desirable. Can be replaced by two additional years of experience.

• Work experience:

• Experience in facilitating pieces of training and/or group activities targeting adults (in-person or online).

• 3-5 of work experience assisting migrants, refugees, and/or other vulnerable populations

• 3 years of work experience providing job orientation, job counseling services, and/or contributing to employment integration and economic empowerment initiatives.

• Experience facilitating or conducting online training activities is an asset.

• Experience working with or as part of the public sector/public administration is highly desirable.

• Exposure to public active labor market policies (GOL, Garanzia Giovani, etc) is an asset.

• Long-term exposure to migration contexts, to communities with migration background or experience of migration, is highly desirable.

• Experience in working on the development and/or contextualization of training materials and toolkits would be an asset.

Skills and Abilities

• Required understanding of the main vulnerabilities and barriers that migrants and refugees face in accessing the labor market

• Knowledge of participatory and interactive methodologies, experiential learning, and socio/emotional learning is an asset

• Knowledge of referral networks within the local community (Milan and Rome Metropolitan area) is an asset.

• Knowledge of legal/regulatory framework and residence permit regulation practice is an asset.

• Excellent listening and communication skills;

• Language skills: Italian (required, excellent written and spoken), English desirable

• Availability to move around Milan Area or Rome Area

• Availability to travel to the selected destination (up to 20% of time)

The specific details of the agreement, including the scope of work, timelines, deliverables, intellectual property rights, and any other pertinent provisions, will be negotiated and outlined in the contractual agreement to ensure clarity, transparency, and mutual understanding between IRC and the consultant/group of consultants.
