The current Ukrainian crisis had a significant impact on the lives of children and families in communities throughout the country. According to official statistics, around 1.2 million refugees have been registered in Poland. Around 50% of them are children under 18 years and around 75% of them are women and children. UNICEF has established an emergency response office in Poland and initiated a cooperation agreement with the national and municipality authorities and local NGOs to provide crisis support to the Ukrainian Refugees.

How can you make a difference?

Provision of access to adequate WASH facilities, services, and hygiene services and supplies to refugees throughout their journey and in locations where they settle and the contribution of the WASH initiatives to infection prevention and control efforts, primarily related to the prevention of the spread of waterborne diseases, remain one key focus areas of the Poland Refugee Response Plan (RRP) and UNICEF country response strategy. The Water, Sanitation and Hygiene (WASH) expert will support the implementation of the WASH component of UNICEF's emergency response plan.

The local experts will support the efforts of relevant national and local authorities to ensure access to emergency WASH services and supplies for refugee children and their families coming from Ukraine. Lead planning and operationalization of UNICEF’s WASH and non-medical IPC response in coordination with UNHCR and national and local partners to ensure access to adequate and context-specific WASH facilities and services and minimize the risk of communicable disease outbreaks. Collaborate with other UNICEF teams on the development of multisectoral partnerships, including for the Blue Dots (child-friendly spaces that, in addition to their different role, can also serve as points where refugees can access basic hygiene supplies). Support relevant refugee coordination mechanism (Basic Needs Working Group) and contribute to updating the WASH component of the Refugee Response Plan if applicable.

As a champion for every child...

• An advanced university degree (Master’s or higher) in one of the following fields is required: civil or sanitary engineering, public health, social sciences, behavior change communication, or another relevant technical field. Additional relevant post-graduate courses that complement/supplement the main degree are a vital asset.
• A minimum of 5 years of relevant professional experience in WASH-related emergency programmes.
• Experience in middle- and high-income countries is highly desirable.
• Fluency in English. Additional languages of particular importance include Polish and Ukrainian. Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language (Spanish, French, Russian, Arabic, Chinese) an asset.

This position is a short-term assignment and doesn’t give rise to a long-term permanent post with the organization.

Applicants are required to include in their applications a financial proposal which includes a lumpsum amount for consultancy fees, local transportation and other miscellaneous costs. Breakdown or details of the fee will be much appreciated.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
