- Familiar with Poland's crisis management plan and related national guidelines.
- Fluency in English is required; proficiency in Russian or Ukrainian or Polish is preferred.
- Knowledge of global humanitarian issues relating to children and women.
- Familiarity with UN humanitarian reform principles and international humanitarian laws.
- Understand principles of PSEA and gender parity and equality.
- Developing country work experience preferred.

Minimum requirements:
- Education: Advanced University degree in one of the following fields: social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.
- Work Experience: At least 5 years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.
- Knowledge/Skills: Familiar with Poland's crisis management plan and related national guidelines. Familiar with the Polish context with regards to PSEA. Has good network within Poland.
- Language Requirements: Fluency in English is required. Proficiency in Russian or Ukrainian or Polish is preferred. Knowledge of another official UN language (Arabic, Chinese, French, or Spanish) or a local language is an asset.
Desirables:
- Developing country work experience and specialized training/experience in emergency response management.
- Familiar with policies and strategy to address on national and international emergency issues, particularly relating to conflicts, natural disasters, and recover.
- Knowledge of global humanitarian issues, specifically relating to children and women, and the current UNCEF position and approaches.
- Knowledge of UN humanitarian reform principles, international humanitarian laws.
- Working knowledge of the principle of PSEA and gender parity and equality.
