The UNICEF WASH (Water, Sanitation and Hygiene) program in Indonesia supports the acceleration of the Government WASH program. UNICEF WASH also advocates for adequate WASH facilities (hardware and hygiene promotion) in schools and health facilities; and provides technical support at National and sub-national level to Government in order to achieve government targets and Sustainable Development Goals (i.e. universal WASH access). Handwashing with soap (HWWS) is a key development priority for the Government of Indonesia (GOI) and part of GOI’s commitment to the 2030 Sustainable Development Goals agenda. HWWS forms the second pillar of the GOI’s National Sanitation and Hygiene Programme ( STBM – Sanitasi Total Berbasis Masyarakat) and the School Health Program (UKS) strategy and intervention. The COVID-19 pandemic highlighted the stark reality of poor access to hand hygiene facilities all across Indonesia, not only in homes but also in key settings such as schools and madrasahs, workplaces, healthcare facilities as well as crowded public spaces such as marketplaces and public transportation.

The current COVID-19 pandemic has placed HWWS as a top political priority for the GOI and necessitates implementation of a nation-wide HWWS programme covering all key settings to achieve universal access to handwashing facilities and sustainable behaviour change. This requires strengthening of partnerships involving a range of stakeholders to promote advocacy and create an enabling environment for scaling up HWWS initiatives, including development of collaborative partnerships to implement hygiene programs. Last year, UNICEF led the establishment of a Public-Private Partnership for HWWS (PPP-HWWS) with a Steering Committee of 18 members including the Ministry of Health, private sector, development partners and WASH organisations. During Global Handwashing Day, the PPP-HWWS launched a National Call to Action for HWWS outlining a “whole-of-society” approach to accelerate national access to HWWS which was endorsed by 10 Ministries. This year, UNICEF will continue to lead the coordination of the PPP-HWWS to implement the National Call to Action through sustainable partnerships for HWWS. Additionally, UNICEF will also work closely with Ministry of Health to develop and disseminate a Country Roadmap for HWWS which includes developing demand and supply generation activities, capacity building and monitoring for HWWS.

Within the delegated authority and under the supervision of WASH Specialist or his/her designated mandated representative(s), the National UN Volunteer WASH Officer will work with a team of experts to addresses challenges in achieving WASH universal access through the following main components:

• Support the Hand Hygiene For All initiative through strengthening of multi-stakeholder participation and engagement of the private sector in Hand hygiene initiatives • Strengthen the Public-Private Partnership for Handwashing (PPP-HWWS) – a national coalition for Handwashing that has been established with government, private and development partners – through expansion of the coalition membership and establish procedures and terms for engagement and membership. • Lead the coordination of the PPP-HWWS through regular bi-weekly meetings involving the Steering Committee members, facilitate discussions among the group, produce and disseminate minutes of the meeting and follow-up on action points • Maintain good working relationship with the government, private sector and development partners to understand their businesses and areas of work/responsibility; and explore opportunities for collaboration and partnership to drive HWWS initiatives that contributes to the overall national goal along with strengthening the agenda of all stakeholders involved. • Finalise annual workplan of the PPP-HWWS in discussion with the members • Maintain close coordination with the Ministry of Health (Kesling and Promkes directorates) to ensure that the PPP-HWWS supports the overall implementation of the Pillar 2 (Handwashing)of STBM • Work closely with Ministry of Health and other stakeholders to collect, analyse and disseminate HWWS data available from different monitoring systems such as STBM Smart, Dapodik ( for schools), 3M monitoring ( for public places) for informed decision-making • Provide training support for rolling-out the hygiene behaviour change training modules to private sector partners • Establish a system to collect and document information about different initiatives by different PPP-HWWS members to promote handwashing and circulate compiled information to the group on a regular basis • Ensure that the PPP-HWWS initiative compliments, is aligned with and contributes to other ongoing initiatives within UNICEF ( e.g. WASH4WORK, WASH in Schools and health care facilities) • Document best practices and learnings from implementation of PPP-HWWS at national/ sub-national level • Any other related tasks as may be required or assigned by the supervisor.

Results/expected outputs:

As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including: o Public and private entities are engaged in constructive and dynamic discussions on HWWS to strengthen UNICEF’s goal to support the GOI to achieve national goals through multistakeholder engagement o In partnership with key stakeholders, evidence-based analysis is developed for effective HWWS programme planning and management. o Collaborative partnerships among key stakeholders are developed and implemented to steer the national goal and achievement of targets for hand hygiene. o HWWS initiatives are well documented and shared widely for knowledge management purposes. o Effective working relationships with internal and external counterparts are leveraged for advocacy, technical coordination, information sharing and knowledge management

• Knowledge and experience in the following areas will be preferred: Hygiene Promotion, multi-stakeholder partnership building, developing communication strategies, developing technical guidance notes, liasing with the government on technical issues.

• At least three years of professional work experience in international development or private sector and national government and some exposure to field work experience.

• Excellent interpersonal skills with strong workshop facilitation and presentation skills and ability to work with all partners in order to act as an effective catalyst.

• The individual should be pro-active with a strong motivation to engage the stakeholders, lead discussions, follow up on action points and achieve high quality results.

The position will be based in Jakarta, the capital of Indonesia, where basic living needs, including accommodation, banking facilities, medical facilities and telecommunications/internet services are readily available. All staple foods can be found in the markets, e.g.: rice, meat, vegetables, fruit, cooking oil, salt, etc.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

-National UN Volunteer Specialist receives approximately IDR 8,237,403.08 as Monthly Living Allowance. -Provided with assignment travel cost and entry lumpsum if applicable. -Enrolled in health, life, disability insurance. -Applicable dependents (primary family unit, up to 3) are eligible for health insurance. -Entitled to annual leave, 2.5 days per month. -Provided with exit lumpsum to support transition at the end of assignment.
