Organizational Setting

The Food and Agriculture Organization (FAO) Representation in Indonesia is responsible for leading FAO's response to Indonesia priorities by developing, promoting and overseeing strategies for addressing food security, agriculture and rural development objectives. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the country and, in collaboration with the Offices, Centres and Divisions at regional and headquarters, develops, promotes and oversees FAO's strategic response to country priorities. also advises on the incorporation of country priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the country, monitors the level of programme implementation and draws attention to problems and deficiencies. FAO Representation in Indonesia serving as the channel of FAO's services to governments and other partners (donors, NGOs, Civil Society Organizations, research institutions, etc.). The FAO representation in Indonesia helping governments to prevent disasters, assess damage, and assist them in the reconstruction and rehabilitation of the agricultural sector.

The post is located in the Emergency Centre Transboundary Animal Diseases Programme in Jakarta, Indonesia (ECTAD), which is currently implementing various projects for animal health and One Health programme, including the Global Health Security (GHS) Programme, in line with the One Health programme priority area of FAO.

Reporting Lines

The National Programme and Public Health Specialist will work under the functional and administrative supervision of the FAO Country Representative, the overall supervision of the ECTAD Country Team Leader, and day-to-day the technical supervision of the ECTAD Country National Veterinary Advisor (CNVA).

The incumbent is a member of the project management team that facilitates day-to-day activities of the ECTAD programme with the central (Ministry of Agriculture (MoA), the Ministry of Environment and Forestry (MoEF), the Coordinating Ministry for Human Development and Culture (CMHDC)) as well as local government in line with the programme work plan and schedule of activities.

Technical Focus

In this role, the incumbent will oversee the performance of two national programme specialist. Additionally, the incumbent will closely collaborate with the sub-directorates of the Directorate of Animal Health (DAH), Directorate General of Livestock and Animal Health Services (DGLAHS), and the Directorate of Veterinary Public Health (DVPH), as well as with the Internal Cooperation Bureau (ICB) of MoA, MoEF, CMHDC, and other relevant national and sub-national government authorities. Furthermore, the National Programme and Public Health Specialist will collaborate with FAO technical and operations teams and other agencies involved in the control of emerging infectious diseases (EID), zoonoses, and pandemic threats in Indonesia. The incumbent will work closely with the ECTAD Country National Veterinary Advisor (CNVA), Senior Technical Advisers (STAs), and National Technical Advisors (NTAs) responsible for project outputs delivery and coordinate the implementation of FAO programme activities within MoA, MoEF, and CMHDC.

Tasks and responsibilities

• Liaise and cooperate with government authorities and local, national and international institutions in the areas of FAO ECTAD Programme activities in the country and liaise with other development partners as required; • Act as a liaison between FAO ECTAD programme management, DGLAHS, Directorate of Animal Health (DAH), DAH substance groups, Directorate of Veterinary Public Health (DVPH), DVPH substance groups, ICB, and local government administrations; • Contribute to One Health initiative within MoA, MoEF, and CMHDC along with relevant technical areas; • Contribute to the development of project document and work plan with technical and monitoring and evaluation teams for FAO ECTAD projects within MoA, MoEF, and CMHDC prior to final approval by the Team Leader of the FAO ECTAD in Indonesia; • Work closely with the ECTAD management team to ensure that all programme activities are carried out in line with the work plan and the project document; • Support the management team in planning future programme development; • Assist in ensuring consistency and adherence to FAO rules and regulations at the project level, in close coordination with the Operations Support Unit; • Coordinate and prepare official communications to GOI regarding FAO ECTAD programme activities; • Coordinate and prepare project materials to GOI, donor, and relevant stakeholders regarding FAO ECTAD programme activities within MoA, MoEF, and CMHDC; • Organize and coordinate ECTAD Programme Meetings with central and local government as required; • Support the National Operations Officer and Operations Assistants with day-to-day operations of the project; • Assist the CNVA in consultation with the Operations Support Unit, with staff recruitment, organization and management; • Coordinate the collection and consolidation of ECTAD Programme data in coordination with the National M&E specialist; • Coordinate and prepare a monthly update of programme activities for the USAID GHSP Partners meeting and government; • Coordinate and prepare to ECTAD programme monthly, six-monthly reports, and terminal to the donor and GOI as requested; • Contribute to BAST (Berita Acara Serah Terima) of FAO ECTAD programmes within MoA, MoEF, and CMHDC; • Support production of the ECTAD Annual Report; • Organize and coordinate external missions or field visits for international visitors as required; • Perform other tasks as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Minimum master’s degree in health science, public administration, public service, rural development or a relevant subject with 5 years’ experience or bachelor’s degree in health science, public administration, public service, rural development or a relevant subject with 7 years’ experience. • Relevant work experience in programme and operation-related matters for the implementation of large emergency and/or development programmes; • Experience in implementing health programme (public health, animal health, environmental health, etc) • Working knowledge of English; strong command in spoken and written Bahasa Indonesia;
