  • Excellent spoken Chittogonian or Rohingyan, desirable

Job Purpose:

The WASH Engineer is responsible for ensuring the effective operation, maintenance, and functionality of WASH infrastructure and services within the Rohingya refugee camps in alignment with UNICEF LTA standards and World Vision’s strategic programming priorities. The role supports the Technical Coordinator (Water & Sanitation) in planning, implementing, and monitoring water supply systems, fecal sludge management (FSM), and solid waste management services, while ensuring quality technical supervision, community coordination, and capacity building of field staff for sustainable WASH service delivery.

Key Deliverables:

  • Develop and implement operation and maintenance plans for water distribution networks, solid waste management sites, and fecal sludge management (FSM) systems.
  • Ensure continuous functionality and proper maintenance of all WASH infrastructure in the assigned project areas.
  • Monitor equipment use, servicing, and timely replacement to maintain service quality.
  • Support the Technical Coordinator in the implementation, rehabilitation, and improvement of WASH facilities.
  • Review and verify engineering designs, drawings, and Bills of Quantities (BoQ) to ensure compliance with technical standards.
  • Ensure quality assurance in WASH infrastructure development and maintenance.
  • Track and follow up on procurement requests (PRs) raised by the program team in coordination with the Supply Chain Management (SCM) unit.
  • Ensure timely availability of materials and equipment required for WASH service delivery.
  • Conduct regular technical monitoring of WASH facilities and operations.
  • Prepare and submit monitoring reports and technical updates to support program oversight and decision-making.
  • Maintain close coordination with community leaders, Majhi, Imams, and camp authorities to ensure effective WASH service implementation.
  • Collaborate with WASH committees and technical groups to strengthen community ownership of WASH services.
  • Provide technical supervision and guidance to WASH Associates and field staff.
  • Facilitate capacity building for solid waste management workers and technical staff to improve operational efficiency.

Key Responsibilities:

Program Implementation:

  • Develop details operation and maintenance plan for different WASH facilities including but not limited to water distribution network, solid waste management sites and FSMs
  • Tracking the PRs raised by program team and strong follow-up with SCM
  • Ensure 100% functionality of WASH facilities in the assigned project catchment
  • Ensure the careful use, regular servicing and appropriate replacement of all equipment for the assigned project
  • Support Technical Coordinator (WASH) in the implementation /rehabilitation of different types of WASH facilities including review the design, drawing, BoQ etc.

Partnership and Coordination:

  • Ensure close liaison & consultation with Communities leaders, Imam, Majhi during implementation of the WASH services.
  • Prepare monitoring reports and support to Technical Coordinators to oversee monitoring at the field level.

Staff Management and Capacity Building:

  • Conduct regular monitoring and full technical supervision and provide technical inputs to the WASH Associates.
  • Ensure Capacity Building of the Solid Waste Management workers

Educational Qualifications: Degree in WASH related subject (BSc/Diploma in civil engineering, urban planning and design, geology etc.)

Knowledge & Skills:

  • Familiarity with the issues around water, sanitation and hygiene related issues and behaviours.
  • Familiarity with protection issues in WASH, gender & Inclusion in WASH and accountability to affected persons programming
  • Familiarities of using KoBO/other online survey tools and methods of data collection.
  • Knowledge of the UN system and the humanitarian community.
  • Excellent spoken Chittogonian or Rohingyan, desirable
  • Must be ready to work in a multi-cultural environment
  • Appropriate communication skill and approachable
  • Must have no history of violation of children rights
  • Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina
  • Ability to work in and contribute to team building environment.

Experience (The experience gained - including environment, timeframe and context): 3 – 5 years’ relevant work experience, preferably 1 year in the humanitarian settings.

Work Environment: Must be able to do multiple tasks and willingness to travel in various locations of BRCR as required.

Employment Status: 6‑month contractual position, with the possibility of extension subject to donor approval.
