In general, São Tomé and Príncipe suffers from serious structural deficiencies in water, sanitation and hygiene (WASH), particularly in schools and health structures, in addition to personal hygiene and public sanitation. Lack of access to clean water, sanitation and hygiene services and infrastructure in most schools and health facilities is one of the main challenges in the country. In addition, more than 60% of the population practices open defecation.

Providing adequate WASH infrastructure and services and preventive measures, which can help limit exposure to diseases related to the lack of such infrastructures and services and reduce the likelihood of transmission in school and health facilities, continues to be a key issue for the country. In addition, these facilities, services and preventive measures in schools and health facilities can provide opportunities for effective population behavior change with regard to personal hygiene and healthier practices.

Considering the imperative urgency of continuing WASH interventions in health and school structures, as well as CLTS, especially in the current context, where good hygiene and sanitation practices are essential measures for the prevention of the COVID-19 pandemic, UNICEF's Office intends to hire an individual WASH consultant, so that, together with the main implementing partners and partners involved in this process, can ensure the continuity of the implementation of actions started in 2020-2021.. The consultant will be under the direct supervision and technical guidance of the Health Specialist and will be coordinated jointly with the Deputy Representative.

How can you make a difference?

The objective of the mission is to continue to support the Ministry of Education and the Ministry of Health in fighting the spread of Covid19 through the implementation of improved WASH infrastructures and services (promotion of good hand hygiene practices, construction of hand washing points) in schools and health structures and CLTS+

The UNICEF office in São Tomé and Príncipe is seeking to recruit an individual WASH consultant to support UNICEF and the government by providing technical guidance on strategies and operational issues related to the implementation of WASH interventions in Schools, Health Care Facilities and in the communities (CLTS+).

The consultant will support in the following defined tasks:

Task 1: Knowledge Management and Program Planning

• Conduct field visits to monitor and supervise CLTS and WASH-related interventions in schools and health care facilities and prepare reports to document lessons learned; ensure the timeliness and relevance of the information.

• Contribute to the development of CLTS+ to inform the development of WASH-related products and outcomes.

• Ensure the link of different programs (Health, Education, Child Protection, Social Protection and Youth and Adolescents) with WASH interventions in schools and health facilities and CLTS+.

• Prepare documentation/materials to facilitate review and approval processes.

• Take the lead in the selection process of construction companies for the construction of hand washing facilities in schools and health facilities.

Task 2: Program management, monitoring and delivery of results

• Work collaboratively with colleagues and partners to collect / analyze / share information on implementation issues, provide solutions in routine program implementation, and alert employees and appropriate stakeholders to interventions and / or decisions at a higher level.

• Keep records of reports and assessments to facilitate reference and/or capture and institutionalize lessons learned.

• Monitor and report the use of sector program resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, accountability and integrity standards. Report identified issues to allow timely resolution by management/stakeholders.

• Prepare sectoral progress reports for management, donors and partners.

• Develop a resource mobilization proposal to support the implementation of CLTS+ and WASH in schools and health facilities.

• Ensure the quality of hand washing work through continuous supervision and control of construction companies.

• Organize technical meetings with construction companies selected to work with UNICEF.

Estimated duration of the contract; Remuneration; Other Terms and Conditions

The consultancy will be full-time, for a period of 6 months from the date of signing the contract, which is expected to be in September 2021 and he/she will be based in São Tomé and Príncipe.

UNICEF reserves the right to withhold all or part of payment if performance is unsatisfactory, if work / products:

  • is incomplete,
  • fails to meet UNICEF and government quality standards,
  • is not delivered or has not met the deadlines
  • fee reduction due to late shipping: 5 days - 10%, 15 days - 20%; 1 month - 50%; more than 1 month - payment withheld.

Work Assignment Overview

  • Advise and provide technical guidance to the government in the development of the strategy and implementation of WASH in Schools, in Health Care facilities and Communities:
  • Coordinate all activities related to the preparation, implementation and monitoring WASH activities in collaboration of UNICEF partners (government, NGOs and donors). Report , Strategic WASH documents, CPD with WASH consideration, Capacity-building activities: October 2021 - January 2022 - March 2022
  • Provide all minutes of technical meetings, opening of tenders, provisional acceptance and final acceptance of the construction works of the WASH activities and Provide technical support to construction companies. Reports, ToRs with technical descriptions, Technical Proces Verbals (PV): October 2021, December 2021,January 2022, March 2022
  • Provide technical assistance for the timely and effective implementation of the CLTS+ approach, in close collaboration with implementing partners from the government, NGOs and the different sections of the Country Office. Reports : October 2021, January 2022, March 2022
  • Ensure monitoring of activities related to CLTS and WASH in schools and health facilities, in accordance with UNICEF procedures and HACT.Progress report, including M&E activities: October 2021, January 2022, March 2022
  • Support the development of a proposals to mobilize funds to support the implementation of CLTS and WASH in schools and health facilities. Concept notes and Proposals, Fundraising: March 2022
  1. Work conditions
  • The consultant must have his own work equipment (computer, mobile phone, etc.).
  • UNICEF will provide transport for field trips and working meetings with partners.
  • A UNICEF Office workspace will be made available to facilitate exchanges and internet connection.

To qualify as an advocate for every child you will have…

  • An advanced university degree is required in one of the following fields: civil engineering in construction, public health, social science, environmental or health engineering, or other relevant technical field.
  • A bachelor degreein one of the following fields: civil engineering in construction, public health, social science, environmental or health engineering, or other relevant technical field combined with a minimum of 3 years of professional experience in construction or WASH.
  • Other relevant postgraduate courses that complement the main degree are a strong asset.
  • At least three years of professional experience are needed in designing and implementing water, sanitation, hygiene and public health programs in developing countries.
  • Good knowledge of the WASH sector in sub-Saharan Africa (governance, policies and sector strategies);
  • Knowledge of the Sao Tome and Principe context is an asset
  • Successful experience in a similar project is an advantage
  • The experience of working with a United Nations agency, particularly UNICEF, is an asset.
  • Oral and written fluency in French or English. Knowledge of Portuguese is mandatory.

Technical and Financial Proposal

The consultancy will be full-time, for a period of 6 months from the date of signing the contract, which is expected to be in September 2021 and he/she will be based in São Tomé and Príncipe.

I. The consultant must submit his/her technical and financial proposal at the time of application. Technical proposal:

• Technical proposal (minimum of 2 pages) which would include at least the following (applicants are strongly encouraged not to repeat the text of the Terms of Reference, but to demonstrate a critical understanding of it):

II. Financial proposal:

The financial offer must be a standalone document (using Excel), which must include full details of the financial offer: daily rates and the other components of the financial offer.
