Overview

Provide voice-over for an engaging e-learning platform

You have:

  • A first level University degree in Performing Arts or in a related field is required.
  • 5 years of experience in voice over is required.
  • Fluency in English is required.

Result of Service Reinforced STIP Section capacities on e-learning and support the section in the creation of an engaging e-learning platform. The project objective is to assist developing country policymakers to improve their capacity to design and implement STI policy, with a view to their overall national development strategies and for an STI-led achievement of the SDGs.

Duties and Responsibilities The e-learning contractor engaged under these Terms of Reference will be part of the UNCTAD DTL STIP team engaged in developing e-Learning training and capacity-building services for STI policy. The services are provided within the scope of the DA 11th tranche STIP Reviews (SB-009420 : 1819L) activities. Within this context the contractor will undertake the following activities. In close collaboration with the lead consultant and e-learning designer, produce audio voice-over content in English as required for development of the UNCTAD STI Policy E-learning platform. This would include: - Provide voice-over for the UNCTAD STI Policy E-learning platform. The provided content will be based on text provided by UNCTAD. The voice-over audio will have a high auditory appeal and will be accessible to a diverse audience, most of which will have a good working level of English, but not necessarily a mother-tongue competence. - Providing read-out (audio-book) of case studies “EcoMill: Innovative entrepreneurship for sustainable development” (1300 words) and “: Innovative entrepreneurship for sustainable development” (1500 words). - Provide voice over which can be integrated with lessons, with approximate word length: Lesson 1: What is innovation?:1000 Words Lesson 2: The innovator and entrepreneur:100 Words Lesson 3: What is STI Policy and why do we need it?:1000 Words Lesson 4: Innovation: risk or uncertainty?:1000 Words Lesson 5: Innovation challenges in developing countries:3000 Words Lesson 6: Challenges for STI policy implementation:2500 Words Lesson 7: STI policy and sustainable development:1000 Words Lesson 8: Innovation, entrepreneurship and supportive policies:300 Words Lesson 9: Financing innovation:3000 Words Lesson 10: Stimulating demand for innovation:2500 Words Lesson 11: Creative destruction, disruptive innovation and the role of change:1500 Words Lesson 12: Linear innovation and innovation systems:1000 Words Lesson 13: Evolution of national systems of innovation :1500 Words Lesson 14: National systems of innovation: challenges and opportunities:1000 Words Lesson 15: Technology transfer: Introduction:2000 Words Lesson 16: Technology gaps and technology divergence:2000 Words Lesson 17: Technology transfer: an economic discovery process:2000 Words Lesson 18: Channels of technology transfer:2000 Words Lesson 19: Absorptive capacities for technology transfer:2000 Words Lesson 20: Technology transfer and IPRs:2000 Words Total : 32400 words

- Collaborate with learning designers and subject matter experts to produce audio content. This will include: 1. providing comments for revision of the draft text prior to recording; 2. second takes of voice-over where necessary and decide on in collaboration with the project manager; 3. final corrections. - All voice-over content will be provided in high-quality uncompressed and unprocessed audio file formats (24 bit/48 Khz sampling rate) and will be recorded without any background noise and using studio quality microphones and equipment. Outlays for technical expenses of recording are included in the fee.

Qualifications/special skills Academic Qualifications: A first level University degree in Performing Arts or in a related field is required. Studies in Performing Arts, dubbing or communication in combination with additional years of relevant experience may be accepted in lieu of the university degree. Experience: 5 years of experience in voice over. Language: Fluency in English is required.
