In accordance with national priorities and international instruments for the protection of women’s human rights, mainly the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), it works to achieve substantive equality between men and women in all aspects of life, focusing on strengthening women’s leadership and political and economic empowerment, their right to a life free of violence both in the context of conflict and outside it, and their role as peace builders. In this way, UN Women supports national and local efforts to make women beneficiaries and protagonists in democracy, peace and sustainable development in Colombia. UN Women has important strategic partners at the global level with whom it has promoted in Colombia the implementation of United Nations Security Council Resolution 1325 of 2000 and related resolutions on women, peace and security, as well as the development of social and institutional capacities to incorporate gender dimensions in the country's peace-building efforts, in particular the strengthening of women's meaningful participation in all spheres related to sustainable peace. This UNV assignment is in line with UN Women’s technical assistance role to promote women’s rights in conflict and post-conflict contexts, through transformative interventions that promote the role of women as agents of change for peace, sustainable development and the strengthening of democracy, access to their rights to truth, justice and reparation and, consequently, to contribute in terms of non-repetition to break the continuum of violence on which the impact of conflict and post-conflict on their lives is based.

Under the direct supervision of the National Program Officer of the Women, Peace, and Security Area, the UN Volunteer will undertake the following tasks:

  1. Thematic advice and technical support for the achievement of the results of the Country Office in the area of Transitional Justice with emphasis on the mechanisms derived from the Integral System of Truth, Justice, Reparation and Non-Repetition (hereinafter SIVJRNR) related to:

•The improvement of institutional and social capacities to include the gender approach and guarantee of women’s rights in the implementation of the transitional justice derived from the Peace Agreement (SIVJRNR) and the Victims Law. •Improving capacities for care, investigation, and prosecution of crimes against women in transition and post-conflict contexts as a contribution to the fight against impunity.
•The improvement of capacities for the clarification of the truth and its contribution to coexistence and reconciliation. •The development of resource mobilization proposals to strengthen the portfolio in this area.

  1. Provide support to the results-based management of the Country Office's projects related to Transitional Justice, with emphasis on the mechanisms derived from the SIVJRNR, focusing on the achievement of the following results:

•Support in the formulation, follow-up, and implementation (administrative and programmatic) of annual operational plans of the projects. •Identification, advice, coordination and supervision of specialized advisory work, generation of partnerships and joint execution of the annual operational plans of the projects, based on UN Women's implementation and procurement modalities. •Provision of technical guidance to implementing partners in the management of activities, identification of monitoring needs, etc. •Support to the reporting processes considering the Country Office's M&E framework. •Support for the organization of promotional activities, events, training, workshops and knowledge products related to its functions.

  1. Contribute to the development of knowledge and capacity building:

•Identify, disseminate best practices, lessons, and knowledge and how they are processed through the implementation of transitional justice outcomes.
•Develop capacity building tools in the framework of achieving results related to their functions. •Any other activities as required or assigned by the supervisor.

Furthermore, UN Volunteers are required to:

•Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); •Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; •Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; •Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; •Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; •Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Outputs:

•As an active member of the Women, Peace and Security Area team, you will provide efficient, timely, attentive, friendly, and quality support to UN Women and its grantees, partners and stakeholders in the performance of their duties, including: •Results-based management throughout the cycle of processes and initiatives related to its responsibility framework. •Compliance with UN Women standards and principles. •Incorporation of innovation elements to respond to the challenges of the context. •Timely and quality technical inputs. •Timely and quality monitoring and reporting on the activities under their responsibility. •Appreciative communication and multi-stakeholder dialogue capacity to support UN Women's catalytic and facilitating role in Women, Peace and Security. •The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs); •Age, Gender and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment. •A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

• in implementation and programmatic follow-up of projects on gender and women’s rights in peacebuilding and/or transition contexts, related to transitional justice, comprehensive support to victims of the armed conflict, protection of human rights, conflict resolution and related areas. •Experience in women's rights and gender perspective, ethnic and differential approach, in peace building and/or transition contexts. •Experience in results-based management and knowledge management. •Experience in Planning, Monitoring and Evaluation. •An understanding of the United Nations System in Colombia is an advantage. •Experience in intersectional, age and differential approach is desirable; •Technical document writing and analysis skills; •Accuracy and professionalism in document production and editing; •Excellent interpersonal skills; cultural and social sensitivity; ability to work inclusively and collaboratively with a variety of stakeholders, including grassroot community members, faith-based and youth organizations, and authorities at different levels; familiarity with communication and approaches tools for development; •Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of national and international staff. •Strong computer skills, including advanced proficiency with various Microsoft Office applications (Excel, Word, etc.) as well as email/internet; familiarity with database management and office technology equipment. •Self-initiative motivation, ability to work with minimal supervision; ability to work under tight deadlines. •Awareness of safety/security issues. •Affinity or interest in the promotion of women and youth leadership in peace building and sustainability, volunteerism as a mechanism for sustainable development and the United Nations System.
•Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded;

Bogotá is Colombia’s capital city; it is a family duty station. Bogotá is located in the southeastern part of the Bogotá Sabana, at an average altitude of 2,640 meters (8,660 ft) above sea level. The Bogotá savanna is popularly called "savannah" (sabana), but constitutes actually a high plateau in the Andes mountains, part of an extended region known as the Altiplano Cundiboyacense, which literally means "high plateau of Cundinamarca and Boyacá". Bogotá is the largest city in the world at its elevation; there is no urban area that is both higher and more populous than Bogotá. Bogotá has an oceanic climate (Köppen Cfb) bordering on a warm-summer Mediterranean climate (Csb). The average temperature is 14.5 °C (58 °F), varying from 6 to 19 °C (43 to 66 °F) on sunny days to 10 to 18 °C (50 to 64 °F) on rainy days. Dry and rainy seasons alternate throughout the year. The driest months are December, January, July and August. The warmest month is March, bringing a maximum of 19.7 °C (67.5 °F).
