The Citizen (and Human) Security component of UNODC for the Andean Region and the Southern Cone is about to start a new project, funded by the United Nations Trust Fund for Human Security (UNTFHS), for the inclusion of the Human Security approach in public policies of Colombia related to security. The objective of this programme is to support the implementation of the national sectoral plan and local policies on security and coexistence, with a HS and co-responsibility focus. Previous security sector support projects revealed a significant challenge in maintaining the sustainability of public policy actions due to insufficient resources and coordination among various local and national entities. Therefore, this programme prioritizes the following strategic actions: (i) enhancing coordination among different entities and actors involved in implementing security, coexistence, and justice policies to improve their efficiency, sustainability (actions and resources), and impact; and (ii) providing guidelines to integrate and implement the HS approach in the policies and plans of national and local governments, to serve as a roadmap for the next four years. The UN Volunteer will support the second strategic action.

Under the direct supervision of the Citizen Security Advisor, the UN Volunteer will undertake the following tasks:

• Identify and analyse the national and local guidelines for policy formulation in Colombia, especially local development plans. • Review the tools provided by the Human Security Handbook of the UNTFHS to incorporate the human security approach in the realization of sustainable development goals. • Conduct research, analysis, and assessments on emerging trends, challenges, and opportunities for the human security approach. • Participate in meetings, workshops, and events with national and local institutions in charge of policy formulation in Colombia. • Develop guidelines to integrate the human security approach into the formulation of municipal development plans in Colombia. • Contribute to the technical formation of national and local institutions on how to implement the guidelines developed. • Accompany the formulation of local development plans with a human security approach in different territories of Colombia. • Engage with governments, private sector entities, civil society organizations, and other stakeholders to formulate participatory local development plans in Colombia.
