You have:

  • Experience in liaising with governmental authorities, national/international institutions, United Nations (UN) agencies, and non-governmental organizations.

  • Experience in curriculum development, training delivery, communication/education material development, or health promotion.
  • Experience in risk education related to explosive hazards, improvised explosive devices (IEDs), and small arms and light weapons.
  • Experience in community liaison, non-technical survey, demining, and explosive ordnance risk education (EORE).
  • Experience in capacity building and training of internal and external stakeholders.
  • Proven risk education training and educational material development experience.
  • Ability to work in difficult and insecure circumstances.

This United Nations Volunteer (UNV) assignment is part of IOM Ukraine LIVELIHOOD PLUS, HREF, HOUSING projects.

LIVELIHOOD PLUS project: To improve the socio-economic integration and resilience of IDPs, returnees and host communities by fostering community solidarity and facilitating sustainable employment in Chernihivska, Kyivska and Sumska regions. Through the project, IOM will leverage innovative approaches and technology to foster the creation of an enabling environment for economic resilience, durable solutions, including through local integration, and early recovery.

HREF project: IOM is implementing a multi-sectoral, area-based and community-driven approach towards resilience and recovery at the local level, supporting conducive conditions for durable solutions. The project will contribute to community-driven recovery processes at the Hromada level, that strengthen resilience and promote inclusive, gender-responsive durable solutions for conflict-affected communities in Ukraine through the Hromada Recovery and Empowerment Facility (HREF). The HREF aims to empower Hromada authorities and diverse local actors to develop and implement resilience and recovery plans through inclusive participatory planning.

HOUSING 2/3 project targets address urgent housing needs through new approach that combines: • physical construction. • provision of the low-interest housing loans in cooperation with State Fund for Youth Housing (SFYH). • provide fully developed design documentation to hromadas where construction has been discontinued, as a contribution to improving the capacity of hromadas to be considered for other housing projects. • institutional capacity and legal advocacy aimed at the development of an affordable rent modality by the municipality (i.e., management, revolving funds).

• Develop an Unexploded Ordnance (UXO) capacity development plan for International Organization for Migration (IOM ) staff and contractors, including adequate documentation, monitoring, and evaluation mechanisms. • Develop supporting documentation for UXO management and awareness (guidelines, Standard Operating Procedures (SOPs), training material). • Perform in accordance with requirements of the financing body Kreditanstalt für Wiederaufbau (KfW) . Next actions: - Develop community engagement mechanisms to prevent potential future UXO-related incidents and raise awareness. - Participate in preparing Environmental, Social, Health and Safety (ESHS ) Due Diligence reports by providing input on possible UXO risks. - Conduct UXO risk assessments for the Project's selected objects and adjacent areas. - Integrate the developed algorithm of actions regarding UXO findings during construction activities into the Emergency Response Plan of the Environmental, Social, Management and Monitoring Plan(ESMMP) package. • Develop a separate annex to the ESMMP package in case of increased risk of finding UXO. - Participate in selecting applicable contractors and manage their work progress according to IOM standards. - Respond to donors’ requests on UXO-related issues. - Initiate and supervise the conduction of non-technical surveys by contractors and accept their work. - Develop and deliver Explosive Ordnance Risk Education (EORE) sessions to relevant IOM personnel and contractors. - Incorporate International Mine Action Standards (IMAS) in SOPs, documentation flow, and routine UXO work. - Advise on further preventative measures to be undertaken during project implementation (capital repair, new construction of damaged buildings, and areas of operation that sustained shelling). - Collect information about the physical circumstances at the site and other factors relevant to decision-making processes. - Liaise with governmental authorities, non-governmental organizations (NGOs ), and relevant communities in managing UXO issues. - Perform such other duties as may be assigned.

• Experience in liaising with governmental authorities, national/international institutions, United Nations (UN) agencies, and non-governmental organizations. • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups. • Prior work experience with international humanitarian organizations, non-governmental or government institutions/organizations in a multi-cultural setting is an advantage. • Experience in curriculum development, training delivery, communication/education material development, or health promotion. • Experience in risk education related to explosive hazards, improvised explosive devices (IEDs), and small arms and light weapons is required. • Experience in community liaison, non-technical survey, demining, and explosive ordnance risk education (EORE). • Experience in the following: • Capacity building and training of internal and external stakeholders • Proven risk education training and educational material development experience. • Operational efficiency: demining experience is an advanced benefit. • Able to work in difficult and insecure circumstances.

Unexploded Ordnance International Expert will be based in Kyiv Hub Office, but occasional travel to other field offices across Ukraine if will be required by tasks to be performed under this contract.
