Drug use and addiction ensue from bio-psycho-social factors and in a social, political, economic, and cultural context. For every person different risk and resiliency factors underly her/his drug use and its sequela, mainly, the drug use disorder which is a chronic, relapsing disorder characterized by compulsive drug seeking and enduring use in spite of harmful after-effects. Drug use disorder is considered both a complex brain disorder and a mental illness. Addiction is considered the most severe form in the spectrum of substance use disorders typically rooted in use of substances. Many people with drug use disorders are reluctant to seek treatment because of denial (of having any problem in the first place) and fear (of withdrawal, unsuccessful previous attempts, ending-up in feelings of emptiness, not being able to cope with life problems procrastinated through continuous use). Hence, motivation of people with drug use disorders to change may span from utter resistance to enthusiasm. Quite often motivations and barriers to treatment uptake and adherence are interdepended.

Motivation is described in the literature in terms of a “state of eagerness or readiness to change” following problem recognition and as such, lack of motivation is the greatest barrier for a struggling individual ailing from substance use. The thought behind Motivational Interviewing (MI) is that all individuals dealing with addiction are at least partially aware of the negative consequences of drug abuse and addiction. Inherent in MI is maintaining a spirit that embraces client autonomy and collaboration, which allows clients the freedom to more fully explore their own behaviour. Through this activity, UNODC Iran is seeking to enhance the efforts of the Government of the Islamic Republic of Iran in strengthening of drug demand reduction programmes among women especially treatment of substance use by engaging the clients to enter treatment programmes. It is expected that it would provide comprehensive support to tackle the problem of women who use drugs and contribute to closing the gap in the responses to women with drug use disorders. This activity is to be implemented in close collaboration with the Iranian Drug Control Headquarters (DCHQ) under the gracious funding from the Kingdom of Norway.

Duties and Responsibilities

It is expected that the contracted consultant:

1. Develops a manual covering motivational enhancement treatment (MET) for women who use drugs for entry to drug related harm reduction; opioid substitution therapy and abstinence-based health programmes using practical examples

2. Develops a training plan

3. Conducts training on the developed manual and training plan

4. Conducts evaluation of conducted training

5. Reports on conducted training and its evaluation

Required Skills and Experience

Hold master’s degree or higher in the one of the fields of psychology, social work, public health, medicine or other related fields.

• Have minimum of 5 years of relevant professional experience in the field of drug demand reduction, public health, public health policy development, sociology, psychology, statistic, criminology, social work and an extensive knowledge public health and/or drug policy development.

• Have a minimum of 5 years of experience on development of training materials and/or delivering training in the fields of health.

• Proven experience in previous compilation and training of motivational enhancement training/guidance materials.

• Proven ability to identify, compile and systematize training packages, as well as demonstrated skills in writing systematic and didactic texts in the field of health.

• Certification in drug use dependence disorders is desirable.

• Clinical license to provide psychological counselling and/or psychotherapy is desirable.

• Is in full command of spoken and written Farsi.

• Displays full command in English scientific/academic reading and writing.
