Background

The United Nations Disability Inclusion Strategy (UNDIS) was launched by the Secretary-General in June 2019 to raise the United Nation’s (UN) performance on disability inclusion across the organisation. The Strategy provides the foundation for sustainable and transformative progress on disability inclusion through all pillars of the UN work and enables the UN system to support the implementation of the Convention on the Rights of Persons with Disabilities (CRPD). Through this Strategy, the UN system will systematically embed the rights of persons with disabilities into its work, through programming, internally, externally, and will build trust and confidence among persons with disabilities. The strategy aims to ensure that the rights of persons with disabilities are valued, dignified and respected in the workplace. All United Nations Country Teams (UNCT) globally implement the UNDIS. The UNCT-Iran has recently established an inter-agency taskforce and conducted a disability inclusion scorecard resulting in the Action Plan to further enhance disability Inclusion and strengthen disability mainstreaming in all areas of the UNCT work in Iran. The UNDIS recognizes the value of consulting persons with disabilities and their representative organizations in all aspects of the UN’s work on disability inclusion. Persons with disabilities are often represented by organizations of persons with disabilities (OPDs) at national and local levels. In Iran, there are more than one million people living with severe disabilities and over 400 OPDs. One of the focus areas of the afore-mentioned UNCT Disability Inclusion Action Plan is systematic close consultation with and active involvement of, organizations of persons with disabilities on all disability-specific issues. Consulting persons with disabilities and their representative organizations can assist UNCT in its achievement of disability inclusion across its programmes and operations. In turn, UN partnership can broaden the visibility of OPDs in society and amplify their voice with duty bearers. The UNCT disability inclusion accountability scorecard conducted in early 2022 has identified the need to map organizations of persons with disabilities in Iran, as part of UNCT’s approach to broaden its partnership and cooperation with OPDs.
