Background

The Human Resource Division is responsible for the timely, accurate, equitable, effective and efficient delivery of all human resources management services, i.e. strategic staff planning, recruitment, staff administration, organizational and design and learning/career development, for the continuous development and improvement in human resource operations, policies, and methods to align with UN Women evolving business needs, and for providing advisory support to the Executive Director in the formulation and implementation of UN Women's overall mission, strategy and plans of actions.

Under the overall guidance of the HR Specialist, and in close collaboration with relevant offices within UN Women, the HR Analyst will be responsible for providing efficient service delivery and support in the areas of affiliate workforce management, related policy advice and implementation, capacity building and reporting.

Duties and Responsibilities

Affiliate Workforce contracts Management:

  • Advise hiring managers on the best staffing modality and appropriate use of different contract types.
  • Review, analyze, and process contracts for affiliate workforce, ensuring compliance with established policies, rules and regulations.
  • Conduct comprehensive contract reviews, identify risks, and propose mitigation measures
  • Collaborate with stakeholders to facilitate contract issuance and renewals as required.
  • Provide guidance and advice to managers and staff on all related contractual matters, including design, review and classification analysis for affiliate job descriptions (JD) and terms of references (TOR).

Policy Advice and Development:

  • Provide research and analysis on related policies, guidelines and procedures.
  • Develop and propose recommendations to enhance efficiency, transparency and compliance in affiliate workforce contract management processes, including systems and templates.
  • Advise managers and staff on HR policies, procedures and processes pertaining to affiliate workforce contracts, including performance reviews, career development and workplace relations.
  • Participate in the review and development of affiliate workforce policies, procedures and processes.?

Reporting and Data Analysis:

  • Prepare regular and ad hoc reports on affiliate workforce, including statistics, trends and compliance analysis.
  • Ensure accuracy and integrity of HR data related to affiliate workforce contracts in relevant systems.
  • Support the development and maintenance of reporting tools and dashboards to monitor and track contract-related issues.

Capacity Building and Knowledge Sharing:

  • Develop and deliver group and individual trainings on related contract management, policies and procedures.
  • Provide guidance and support to HR colleagues and other staff in UN Women country and regional offices on related contract issues.
  • Contribute to the development and dissemination of knowledge products, guidelines and tools related to affiliate workforce contract management.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the office and the organization.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in Human Resources, Business Administration, Psychology, Organisational Development, Public Administration or other relevant social sciences;
  • A first-level university degree in combination with two additional years of experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum of 2 years of progressively responsible professional experience in human resources management, contract administration, policy analysis or related area.
  • Experience in contract management including negotiating and administering contracts is required.
  • Experience in recruitment and selection is required.
  • Experience in recruitment and selection for affiliate personnel contracts is highly desirable.
  • Experience in job design and classification is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems.
  • Experience in the use of a modern web-based the ERP System, preferably Oracle Cloud, is an asset.
  • Experience working at an international level is an asset.

Language Requirements:

  • Fluency in English is required.
  • Knowledge of another UN official language is an asset.
