ORGANIZATIONAL CONTEXT

BACKGROUND OF ASSIGNMENT The General Assembly adopted resolution (71/243) on the QCPR of UN operational activities for development in 2016. This resolution guides the UN development system (UNDS) in implementation of the 2030 Agenda for Sustainable Development, towards an effective, efficient and coherent UNDS. It further serves as the basis for the Secretary-General’s (SG) comprehensive reform agenda.

The Corporate Performance and Planning Division (CPP) in WFP was created to strengthen WFP’s capacity to implement its Strategic Plan, to measure our impact on alleviating hunger through food assistance, and to advance results-based performance and accountability across the organization. CPP coordinates and supports the implementation and roll-out of the Strategic Plan throughout the organization. CPP is also tasked with identifying measures of success and with reporting corporately on progress, results and lessons learned across all WFP operations, demonstrating the impact of WFP’s food assistance on the lives of beneficiaries. CPP is the custodian and the validator of the Corporate Results Framework which unifies in one document the programme monitoring and management performance measurements. The selected candidate will work within the Performance Management and Accountability Branch of the Division (CPPP) which is responsible for the coordination of the Annual Country Reports (ACR), the Annual Performance Report (APR) which is the primary accountability tool used to report WFP achievements and results to the Executive Board (EB) and the Inter-Agency performance reporting which includes a variety of workstreams. These are key accountability documents which inform donors on how their funds were used during the reporting year. Their purpose is to tell WFP’s performance story in an accurate, transparent and evidence-based manner by assessing the effectiveness, efficiency and economy of our operations in our pursuit towards zero hunger.

KEY FUNCTIONAL RESPONSIBILITIES Embedding performance and risk management: CPP has corporate responsibility to embed integrated performance and risk management in WFP’s operations, inform decision making in a decentralized environment and foster learning. In so doing CPP builds on the lessons learned and best practices of previous results-based management and risk management experiences in close collaboration with the Enterprise Risk Management (ERM) division. Providing normative guidance for operational monitoring and evaluation: CPP is responsible for establishing and maintaining standards, guidelines and a system for operational monitoring and reporting supported by decentralized evaluations in line with WFPs corporate performance management system as well as its monitoring and evaluation strategy. Leading and supporting corporate performance reporting for internal and inter-agency purposes: demonstrating WFP’s organizational performance through its Annual Performance Reports and inter-agency reporting mechanisms; coordination of management responses to evaluation recommendations, through which CPP tracks the application of lessons learned in strategic planning process as well as programme design and implementation. CPP also provides an overview of trends in global food aid deliveries by governments, non-governmental organizations and WFP through its annual report to all partners of the international food aid information system. CPP promotes dialogue to sensitize internal stakeholders on performance management and accountability issues. CPP seeks to fulfil its mandate in an inclusive and consultative manner to promote learning lessons from implementation, influencing project design and monitoring, management of programmes, as well as standards and systems development.

STANDARD MINIMUM QUALIFICATIONS

Qualifications: Education

  • Advanced University degree in Political Science, International Development, International relations or related fields.

Experience

  • Prior experience with WFP and/or the UN system, or humanitarian/development field experience is indispensable for at least 8 years. Demonstrated knowledge of the UN system, and high level writer is required, including under policy writing. Knowledge of the Grand Bargain Commitment and the broader Development Effectiveness agenda should be referenced.

Language Requirements

  • Strong written and spoken English skills.
  • Knowledge of another UN official language is an advantage.

JOB PURPOSE

WFP assess its effectiveness, efficiency and coherence towards UN reform commitments at different levels and has a commitment to adapt its system and report against results.

Given the increasing engagements and initiatives in relation to planning, monitoring and reporting and its implication for WFP’s specific systems, a UN Reform Officer based in the CPP Division, CPPP Branch, will be recruited to :

  • coordinate the compliance with UN and humanitarian reform related reporting requirements (i.e. proactively managing and finalizing mandatory reports and surveys),
  • provide analysis and policy advice to WFP on positionings in relation to decisions on UN reporting systems at inter-agency level under the coordination of DCO, DESA, OCHA, etc. and
  • provide analyses and policy advice on adaptation of WFP’s systems to better align with the UN and other partners.

S/he will have a proven ability to work independently and act under pressure and with discretion in a sensitive and challenging environment.

KEY ACCOUNTABILITIES (not all-inclusive)

Key accountabilities for this position will be shared between three main areas of work: 1. Compliance and coordination of key reporting requirements in relation to UN and humanitarian reform WFP has committed at different level to report against progress against UN and Humanitarian Reform, including compliance to some of the key new recommendations from ECOSOC and other member states in relation to joint accountability and more integrated results reporting. Within this framework, the UN Reform Officer will ensure the coordination of the process of preparation of key periodic reports, including (but not limited to): - The DESA coordinated QCPR headquarter level Survey report - The Annual report on QCPR implementation by WFP - The ECOSOC SDG system wide reporting - The contribution to the Annual Grand Bargain Report - The coordination of inputs to the MOPAN reviews

2. Analyses and policy advice on adaptation of WFP’s systems to better align with the UN and other partners In light of the important implications of UN Reform on reporting, increasing the burden at HQ and CO level if a strong alignment between WFP and UN systems and tools is not ensured, the UN Reform Officer will play a central role in advising CPP on system adjustments that needed on WFP’s systems to support that alignment. This amongst others involves areas related to: - WFP’s planning tools and systems, including orientation on alignment of Planning and result chains (i.e. UNINFO), the establish of guidance on UN reform (like the UNSDCF guidance, the CSP guidance and other key orientation documents) - WFP’s monitoring tools and system, amongst others CRF implementation guidance, indicator piloting plans, UN Output and outcome indicators compendiums (i.e. harmonized measurement methodology, etc.), heatmaps on the CSP processes, etc. - WFP’s reporting tools and systems, including proposals on how to secure stronger automation of UN reporting through stronger alignment between the ARC and the UNINFO reporting requirements and structure, between the APR and the UN system wide reporting on SDGs and the QCPR reporting, guidance on UN reporting, etc. - WFP’s ICT performance platforms, to secure more automation in the short term and inter-operability in the long term. - Strategic advice and comparative analyses on areas related to reporting on nexus, resilience, conflict sensitivity, more generally cross cutting themes, etc.)

The advice also covers functions in relation to planning and monitoring given it is the basis for a strong reporting system.

3. Analyses and policy advice to feed into the development/adaptation of the UN and Humanitarian reporting system WFP has a key role to play to better forge the nascent UN system wide planning, monitoring and reporting system at corporate and country level. Different initiatives are ongoing and require attention to ensure that WFP’s commitments in relation to planning, monitoring and reporting align with the its positionings and systems. The UN Reform Officer will thus be in charge of provide analysis and strategic orientation on key issues as well as propose feedback to submit in WFP’s name on key aspects, which amongst others include: - UNSDCF planning monitoring and reporting and the roll out of UNINFO - UN Data Strategy - UN System Wide Reporting on SDGs - Alignment and better articulation of the UN and Humanitarian Reform agenda reporting.
