We are currently seeking for a Junior Professional Officer to fill the position of Digital Solution Officer with the Innovation and Knowledge Management Division based in Rome, Italy.

CONTEXT AND BACKGROUND

WFP’s Innovation Knowledge Management (INK) division was established in 2015 to support WFP in managing change and innovation, by building the WFP of the future. Our vision is for INK to enable the World Food Programme to be a modern, efficient, innovative organisation that is continuously learning and channelling every available resource to the people we serve. WFP is rolling out new initiatives to strengthen Knowledge Management across the organization to become more of a learning organization that is continuously innovating and improving ourselves to better help the people that we serve across the 123 countries where WFP works.

Improving the efficiency and effectiveness of WFP employees and the way we work is critical to the access and reapplication of WFP’s high-value knowledge and good practices. The digital transformation of Knowledge Management is a key component to helping WFP achieve its mission of a world with Zero Hunger. We are looking for a dedicated Digital Solutions Officer to support digital transformation of Knowledge Management with WFP which requires the formulation of a Digital Solutions Action Plan, Toolkit, and trainings.

DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Knowledge Management Lead, the JPO will have the following responsibilities:

  • Assist the KM Lead with development, coordination, and implementation of the digital transformation of Knowledge Management across WFP.
  • Work with the KM Lead in developing a Digital Solutions Action Plan for Knowledge Management that supports automating knowledge management workflows as well as implementing digital solutions to critical knowledge management problems throughout WFP.
  • Lead role in researching the latest digital tools and good practices within the sector; identifying, testing, and proposing appropriate digital tools and methods for automating critical knowledge management workflows and addressing important knowledge management related challenges in line with TEC corporate guidelines and standards.
  • Responsible for supporting the development of reports, guidance, tools, and training materials in collaboration with the Knowledge Management Lead, TEC, and relevant stakeholders.
  • Give webinars displaying latest Knowledge Management digital solutions, tools and guidance materials to Knowledge Management Working Groups, KM Communities of Practices, and other relevant stakeholders.
  • Provide trainings and mentoring to partners and staff to ensure the implementation of strong Knowledge Management digital solutions and automated workflows.
  • Manage research activities and ensure outcomes and lessons learned are integrated into the project and shared with relevant stakeholders.

EXPECTED OUTCOMES

  • Development of Digital Solutions Action Plan for Knowledge Management to be implemented corporately
  • KM Digital Solutions Toolkit with guidance, tools, and good practices to support the implementation of the Action
  • Development of training materials to populate the KM We-Learn Channel

ESSENTIAL QUALIFICATIONS & EXPERIENCE

  • Advanced university degree in Knowledge Management, Information Management, Data Management, International Development, or related field; or first University Degree with additional two years of related work experience or training
  • At least three years of relevant post-graduate working experience for applicants with an Advanced university degree or five years for applicants holding a Bachelor's degree
  • Fluency both in English and Korean
  • Korean Citizenship
  • Be no older than 32 years of age as of 31st December 2023 (born after 1 Jan 1991) the max age limit for those served in the military will be extended accordingly
  • Male applicants who fall under one of the following three items (i), (ii), (iii):

i: completed the national military service. Certificate of completion to be provided

ii: who are exempted from the national military service

iii: to be discharged from the military service in the year of the application

  • Proficiency in Windows MS Office (Word, Excel, PowerPoint, Outlook)
  • Experience with information management, automation, visualisation tools, data analytics and visualization tools, ArcGIS, QGIS, Power Automate, Google Analytics, Tableau, Data Studio, Power BI, SharePoint
  • Interest and Passion in Innovative Digital Approaches and Tools
  • Behavioural competencies such as Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering and Teamwork.

DESIRABLE REQUIREMENTS

To perform the wide range of tasks and excel in this position, the ideal candidate would also possess:

  • Exposure to the international arena either by direct work for an international institution/organization; or, if working for a national entity, by way of interacting with international stakeholders.
  • Intermediate level of one, or more, of the following official languages: French, Spanish, Arabic, Chinese, Russian, Portuguese.
  • WFP’s international professionals are required to serve in various locations around the world during their career (including in hardship duty stations); willingness to be mobile would maximise opportunities for long-term retention into the Organization.
  • Familiarity with Artificial Intelligence, Machine learning and other cutting-edge technology

  • Certificate of English language proficiency, which indicates a minimum of
    1. IBT TOEFL score of 100 or
    2. TEPS score of 430 or
    3. IELTS 7 or
    4. TOEIC 900

TOEFL "My Best Scores" is not accepted.

Test scores are valid for two years after the test date.

  • Male applicants who have completed the national military service to provide a certificate of Korean Military Service. The maximum age limit for those who served in the military will be extended* in accordance with the Support for Discharged Soldiers Act and the military service law.

*Age limit for male candidates who have completed the service:

  • less than one year will be extended for one year
  • one year above and two years under will be extended for two years
  • two years or more will be extended for three years.

Those who are exempted from the service or to be discharged from the service in the year of the application may apply.

  • Low-income applicants to provide a scanned copy of applicant’s certificate of National Basic Livelihood Security Recipients issued in Korean and its unofficial English translation;
  • Applicant with disability to provide certificate of disability in Korean and English translation.

SUPERVISION

The JPO will be under the direct supervision of the Deputy Director, Innovation and Knowledge Management division.

TRAINING COMPONENTS

  • WFP corporate training on monitoring and evaluation and programme foundations.
  • Travel to the field to support digital solutions and digital transformation in practice.
  • On-the-job training and mentoring from supervisor.

LEARNING ELEMENTS

At the end of the two-year assignment, the JPO should have obtained:

  • Very good knowledge of the practice of Knowledge Management and Information Management in a large international organization.
  • Very good understanding of the latest digital tools and solutions to facilitate the digital transformation of the sector how to automate critical workflows and
  • Good skills in automate critical workflows and implementing different digital solutions
  • Familiarity with WFP’s six regional bureaus and the work of WFP’s technical divisions.
  • Good general understanding of WFP’s overall operations and activities.

INFORMATION ON THE COUNTRY OF ASSIGNMENT

Living conditions in Rome, Italy

The security situation in Italy remains in line with other European Countries. There are no specific threats against the UN in Italy. Considering the ongoing defeat of Daesh in the war territories, the trend in the short and mid-term will most likely continue to see the return of the militants to the countries of origins, including Italy. Insurrectional anarchism remains sufficiently organized on the Italian territory, as it has been present for many years. This movement could target the UN in the context of its anti-capitalism/anti-western narrative. 2) Whilst UN staff continue to be victims of minor crime such as street robbery and apartment break-ins, the infrequency of attacks and random nature of locations do not indicate that UN staff are at an elevated risk in comparison to residents or tourists in Italy. 3) Italy’s national territory is exposed to a broader range of natural hazards than any other European country. The vulnerability of its population and built environment is often severe and has in some cases been exacerbated by human activities
