Org. Setting and Reporting The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political Missions, Agencies, Funds and Programmes of the UN system worldwide.

The Standing Police Capacity (SPC) is the “operational arm” of the UN Police Division, within the Office of Rule of Law and Security Institutions/Department of Peace Operations (OROLSI/DPO), at the United Nations Global Center, based in UNGSC, Brindisi. The SPC is a UN Police mechanism for starting up police components in new UN peace operations as well as assisting existing operations on a continual basis.

The Public Order Officer reports directly to the Public Order Adviser in the Standing Police Capacity (SPC) and works under the overall supervision of a Team Leader.

Responsibilities The SPC is a UN Police mechanism for starting up police components in new UN peace operations as well as assisting existing operations on a continual basis. The incumbent provides assistance in the field of developing specific strategies and programmes for the SPC with regard to addressing crowd management matters in UN peace operations. This work is done in respect to the strategic mission of the UN Police, which is to build institutional law enforcement capacity in post-conflict environments. Particular attention is paid to the use of international Formed Police Units (FPUs) in UN peace operations as well as the development of this capacity in indigenous law enforcement agencies that UN Police are mandated to assist. The incumbent also assists other SPC members as directed in other law enforcement thematic areas outside of his/her own area of focus. When at headquarters (50 percent of the time) the incumbent analyses the full spectrum of crowd management issues in UN peace operations in order to provide relevant input into the SPC’s pre-mission planning and preparatory activities, communicating as required with relevant personnel in the Police Division of the Department of Peacekeeping Operations. In the field (50 percent of the time), the incumbent surveys the capacity of indigenous law enforcement to effectively plan and engage in non-lethal crowd management and makes recommendations on facilitating organizational, structural, training and resource improvements in this regard, co-operating with other SPC members as well as UN Police, including international FPU personnel. Crowd-related issues such as close police protection of VIPS, policing diplomatic compounds and other representation, and police convoy and escort services may also at times fall under the purview of the incumbent’s analysis and advisory responsibilities.

Education Advanced university degree (Master’s degree or equivalent) in the applied sciences, social sciences or relevant field is required. A first level university degree with a combination of relevant academic qualifications and extensive experience in police operational matters, including public order maintenance, may be accepted in lieu of the advanced university degree.

Job - Specific Qualification Graduation from a certified police academy or similar law enforcement training institution is required.

Work Experience A minimum of five years of progressively responsible management experience in crowd management and other public order matters, including policy development and its implementation, is required.

Experience in the use of computers and relevant applications such us Lotus Notes, MS Word, MS Excel or MS Power Point, is required.

Experience in peacekeeping in the UN or other similar international organizations is desirable.

Languages English and French are the working languages of the UN. For the post advertised, fluency in oral and written English is required. Knowledge of French is desirable. Knowledge of another official UN language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
