- A minimum of five (5) years of combined experience in transport spare parts management and / or fleet maintenance operations at the international level is required.
- Proven knowledge and experience of the acquisition / procurement process is required.
- Proven ability and experience in drafting SOWs, SORs, technical evaluations for third party contracts and associated knowledge of LVAs, POs and invoicing procedures is required.
- Hands-on experience with ERP systems (for example UMOJA) is required.
- A minimum of 3 years of progressively responsible experience in supervising a team and management of surface transport operations in a post-conflict, conflict and military environment is desirable.
- Relevant working experience within the context of a humanitarian relief, military, emergency management, peacekeeping or disaster relief operation is desirable.
- Experience in BI, Power BI. Experience in sourcing, cleaning, and preparing data, selecting and developing visualizations/metrics that enable easy communication/interpretation by the users is desirable.
- Fluency in English (both oral and written) is required.
- A working knowledge of French is desirable.
Org. Setting and Reporting
The position is within the Liquidation Entity of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), at Bamako. The incumbent participates in planning and the implementation of the downsizing of the property portfolio of vehicles, automotive equipment, and associated consumables and spare parts, considering different disposition options, including holdings in-situ and requirements from other field operations, other Secretariat entities, United nation Agencies, Funds and Programmes, asset disposal schedules, ongoing assessment, and prioritization of disposition actions.
Responsibilities
Within the limits of delegated authority, the Transport Officer, FS-6 will be responsible for the management and/or oversight of downsizing of the fleet of vehicles, automotive equipment, consumables and spare parts and carry out the following duties: Spare Parts Management • Oversees the forecasting of the requirements of transport materials including Spare Parts, Consumables, Workshop Tools and Equipment for the liquidation period mission wide. • Oversees the development and the implementation of the Preliminary Asset Disposal Plan (PADP) for vehicles and automotive equipment. • Reviews transport workshops requirements and provide input to the liquidation ground transport budget forecast of expenditure of spare parts, workshop tools, equipment and miscellaneous items required for all Transport workshop operations. • Manages the funds allocated to purchase all Transport materials at international and local markets through Acquisition Management & Procurement Sections. • Drives the implementation of the Transport Category Management Approach in Umoja to acquire goods that fall under Transport Category Management and required by other sections such as Engineering Section, Security and Safety Section, Field Technology Section, Aviation Section and MOVCON. • Coordinates and liaises closely with United Nations and external stakeholders including the, Procurement Section, Finance Section, Centralized Warehouse, MOVCON, UNGSC, vendors and contractors. • Oversees the establishment and management of the local Long-Term Agreements (LTAs), Blank Purchase Orders (BPOs), and disposal agreement for transport materials and services. • Coordinates the preparation of shopping carts for the acquisition of the inventory stocks' replenishment for spare parts, tools, equipment, and workshop miscellaneous items required for all workshops liquidation operations. • Manages Transport Materials inventory stocks of Spare Parts, Consumables, Workshop tools and equipment. • Oversees the continuous optimization and downsizing of the inventory stock of transport materials. • Manages the performance and complete performance evaluation of supervisees. • In close coordination with the Centralized Warehouse, monitor the implementation of Product ID (PID) verification to identify and replace the old, obsolete, and wrong PIDs. • Reviews and provides input to queries formulated by members of the Advisory Committee on Administrative and Budgetary Questions (ACABQ), Fifth Committee through the Transport Budget Office. • Provides input to queries from Result Based Budget (RBB). • Provides leadership and guidance on the spare parts inventory matters to transport staff members to ensure efficient spare parts usage. • Advises the Chief Transport Officer (CTO) on all matters related to downsizing the property portfolio, gradual depletion of stocks of consumables and supplies and spare parts, transfer and/or disposal of fleet of vehicles and associated automotive equipment. • Offers oversight to the regional transport officer/s, supporting them with their technical, operational, and functional strains to ensure, at all times, that adequate and correct spare parts, workshop tools and equipment are available to support liquidation operations, while ensuring continuous downsizing of the property portfolio. • Drives the operational matters related to the disposal, retrieval/decommissioning , monitoring/management and evaluation of contracts performance related to maintenance and disposal/destruction. • Oversees the preparation of Scope of Work (SOW)/Scope of Requirement (SOR), Technical Evaluation Criteria and KPIs for the establishment of contracts for provision of disposal/destruction services in collaboration with the Procurement Section. Maintenance Workshop duties: • Supervises vehicle inspections. • Supervises product upgrades initiated by a vehicle manufacturer. • Develops reports to document workshop performance (including personnel matters), vehicle warranties, vendor support and other workshop related activities. • Ensures that information in the Electronic Vehicle Monitoring System (EVMS) and Fuel log software packages is accurate and up-to-date. • Liaises with the manufacturer representatives for after sales warranty, technical fault claims, transfer if End-user Certificates. • Identifies requirements for spare parts, hand tools and workshop floor equipment. • Participates in the technical evaluations of bids received from vendors through the Procurement Section.
