Result of Service

The handbook must be translated into Arabic to provide guidance to National Statistical Offices and relevant ministries in their official language. Duties and Responsibilities

Background: The Economic and Social Commission for Western Asia (ESCWA) is part of the United Nations Secretariat and operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa, providing a platform for regional cooperation, policy harmonization, and knowledge exchange to support sustainable development in the region. Within ESCWA, Cluster 4: Statistics, the Information Society, and Technology serves as a regional platform for advancing statistical methodologies, fostering innovation, and promoting data-driven decision-making. The cluster plays a pivotal role in strengthening institutional frameworks for official statistics in the Arab region, ensuring the production and use of reliable, timely, and harmonized data for evidence-based policymaking. The outcome document of the 2nd High-level United Nations Conference on South-South Cooperation (A/RES/73/291) encourages all stakeholders to support initiatives for the collection, coordination, dissemination, and evaluation of information and data on South-South Cooperation (SSC) at the request of developing countries. In response to this call, the Working Group on the Measurement of Development Support developed a proposal for SDG Indicator 17.3.1, defining key principles and components for measuring development support, including SSC. As a result of this work, an agreed, voluntary Conceptual Framework (CF) for the measurement of SSC was developed by countries of the Global South and formally adopted by the United Nations Statistical Commission and the General Assembly in 2022. The framework provides a structured approach to quantifying financial and non-financial SSC flows, supporting developing countries in reporting data to monitor their contributions to sustainable development. To operationalize this framework, the UN Development Account project "Quantifying South-South Cooperation to Mobilize Funds for the SDGs" is being implemented by UNCTAD, the UN Statistics Division, and four UN Regional Commissions, in collaboration with key partners. This initiative aims to strengthen developing countries' capacity to measure and report SSC data, enabling them to better manage and mobilize resources for the 2030 Agenda for Sustainable Development. Under this project, eight developing countries across Africa, Asia, and Latin America, including Jordan and Qatar, are participating in pilot studies to test the methodology for SDG Indicator 17.3.1 and produce initial estimates of SSC flows. These results will be compared with existing data on SSC or Official Development Assistance (ODA) to provide a clearer picture of the scope and impact of SSC in each country. In this context, ESCWA is undertaking the translation of the Manual for the Framework to Measure South-South Cooperation into Arabic. The translated manual will serve as a key reference for National Statistical Offices (NSOs), government agencies, and policymakers in Arab countries, helping them standardize SSC data collection, improve measurement methodologies, and enhance their capacity to report development support in alignment with international statistical standards and SDG requirements. To ensure the highest quality of translation, ESCWA is recruiting an Individual Contractor to carry out this task, ensuring that the translated version maintains technical accuracy, clarity, and consistency with United Nations terminology and official statistical standards. Duties and Responsibilities: This is a vacancy for an Individual Contractor. The incumbent will translate the Manual for the Framework to Measure South-South Cooperation as part of the efforts to support pilot testing and data collection for the Framework. This translation will contribute to enhancing the capacity of National Statistical Offices and relevant ministries in measuring and reporting South-South Cooperation in alignment with SDG indicator 17.3.1.

Qualifications/special skills

A Bachelor's degree in translation is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 4 years of professional work experience in translation is required. Experience translating UN statistical documents is desirable.

Languages

English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English and Arabic are required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
