The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. In more than 40 countries and over 20 U.S. cities, IRC teams provide clean water, shelter, health care, education and empowerment support to refugees and displaced people.

The Measurement Unit, at the IRC, has translated several resources into Spanish, to reaching a wider audience amongst our Latin America MEAL colleagues and partners. This includes our Monitoring, Evaluation, Accountability & Learning (MEAL) Handbook, the MEAL Handbook Training materials, and other key MEAL resources. However, feedback from Latin America colleagues has revealed some of the current gaps when it comes to these Spanish resources. This includes inconsistent or incorrect use of terminology across the translations resulting in lower quality of Spanish translations.

The Measurement Unit is seeking to improve the quality of its Spanish resources and put in place a sustainable and efficient approach to ensuring translation quality standards are met going forward.

Core Consulting Tasks

IRC is seeking a consultant who will be responsible for: 1) Reviewing and contextualizing the Spanish translated versions of selected MEAL resources; 2) Producing a translation glossary of key terms document, which includes a list of standardized Spanish MEAL terminology. The consultant will ensure that the translations are of good quality, key terms are contextualized to IRC’s Latin America region and MEAL language, and terminology remains consistent across resources.

Key Stakeholders and Relationships

- The Consultant will be accountable to the Regional Measurement Advisor, Latin America based in Mexico City and to the Portfolio & Knowledge Management Lead, Measurement Unit based in London. - Close coordination with other IRC Latin America Measurement colleagues; and IRC’s translation company as needed.

Consultancy Deliverables:

A. Revision of key Spanish MEAL Resources

1. Review the MEAL Handbook 2022 translated Spanish version (approximately 50 pages in total), ensure the translation is of good quality, key terms are contextualized to IRC’s Latin America region and MEAL language, and terminology remains consistent across all resources. Integrate any required changes.

2. Review the Spanish MEAL Standard Training materials, which include PPTs, Word documents and Microsoft Forms Surveys (45 documents/ approximately 180 pages in total). Ensure the translation is of good quality, key terms are contextualized to IRC’s Latin America region and MEAL language, and terminology remains consistent across resources. Integrate any required changes.

3. Review translated Spanish versions of key Measurement Unit resources (21 documents/ approximately 90 pages in total). Ensure the translation is of good quality, key terms are contextualized to IRC’s Latin America region and MEAL language, and terminology remains consistent across resources. Integrate any required changes.

4. Other revisions to Spanish MEAL resources as agreed during the negotiation stages.

B. Produce a Translation Glossary of Terms for Spanish MEAL Resources

1. Produce a “translation glossary of terms document”, which includes a list of standardized Spanish key terminology and ensures efficiency and sustainability in translations and language reviews going forward.

- Demonstrable experience with similar work on translation and/or contextualization. - Bilingual Spanish/English - Understanding, or familiarity, of Monitoring, Evaluation, Accountability & Learning (MEAL) concepts and approaches. - Experience working in Humanitarian Assistance, International Development or similar. - Availability to work on this consultancy solely for a period of 3 weeks. - Candidates must have the right to work in their country of residence.
