Org. Setting and Reporting

The Department of Operational Support (DOS) provides end-to-end operational support, advisory services and other solutions to the operating entities across the Secretariat, including other departments, offices-away-from-headquarters, field missions, and regional commissions. The Capacity Development Operational Training Service (CDOTS) provides operational training, including on enterprise resource management system and leads as the main facilitator of business process management activities in the UN Secretariat. The Operational Training section (OTS) is responsible for supporting clients in the design, development and delivery of operational support capacity development programmes in the areas of human resources, finance, logistics, procurement, medical support, governance, resource stewardship, enterprise resource planning (ERP), integrated operational support skills and language and communications. The section is also responsible for the design, development and delivery of senior leadership governance and resource stewardship programs and operational support to the delegation of authority framework. This position is located in the Operational Training Section in (CDOTS), Department of Operational Support (DOS). The focus of the Training Officer is to lead and support the development, implementation, monitoring and evaluation of operational capacity development, training and learning programmes for a global Secretariat audience.

Responsibilities

Within delegated authority, the Training Officer will be responsible for the following duties: • Participate in the development, implementation and evaluation of training and capacity development programmes in the areas of human resources, finance, logistics, procurement, medical support, governance, resource stewardship, enterprise resource planning (ERP), integrated operational support skills and language and communications; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Perform consulting and facilitation assignments in collaboration with partners in DOS and throughout the global Secretariat including planning and facilitating training and development workshops, developing and supporting blended learning programs with a strong e-learning component, and organizational and functional capacity development needs assessments. • Keep abreast of applied learning developments and methodologies through research, analysis and the presentation of information gathered from diverse sources related to the areas of operational capacity building, learning and training. • Assist in the review and analysis of issues and trends related to operational capacity development, training and learning including the preparation of evaluations or other research activities and studies. • Undertake survey initiatives pertaining to operational capacity development, training and learning including training needs assessments; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. pertaining to capacity building and operational training. • Provide substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Participate in or lead field visits, including provision of guidance to external consultants, government officials and other parties and drafting visit reports, etc. • Perform other duties as required.

Education

An advanced university degree (Master's degree or equivalent) in business administration, management, economics, human resources, finance, training, supply chain, IT, learning, capacity development, linguistics, or a related field is required. A first-level or advanced degree in combination with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

Work Experience

A minimum of five years of progressively responsible experience in learning management projects, capacity development and training, or related area is required. Experience in designing blended training programs with an e-learning component is required. Experience designing and conducting organizational capacity development needs assessments is desirable. Experience in the United Nations system or a similar international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is desirable.

This position is temporarily available until 31 August 2024. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. This position is temporarily vacant and the selection and extension of appointment of the selected candidate will be contingent on the return of the incumbent who maintains a lien against this post. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
