Result of Service The Consultant will provide efficient, timely, responsive, client-friendly and high-quality support rendered to UNOV/UNODC and its beneficiaries in the accomplishment of her/his functions.

Work Location Vienna Headquarters/Home-based

Expected duration The consultant will perform the assigned functions under the overall guidance of the Team Lead, TDT and will be based in Vienna.

The Consultant will be asked to work 98 days over the period from 22 August 2022 to 15 January 2023.

A monthly remuneration will be paid, determined by HRMS on the basis of the level of the functions to be performed and the level of qualifications of the consultant.

Payments will be made upon satisfactory completion and/or submission of tasks.

Duties and Responsibilities The overall purpose of the assignment is to revive, systematize and strengthen UNODC field office locations’ access to training and career development opportunities, by developing a targeted Field Training Plan that is aligned with and can be integrated into the broader Training Plan of the UNOV/UNODC Talent Development team. The assignment is expected to contribute to enhanced field office engagement, multilingualism, the promotion of the UN Values and Behaviours framework in the field, and broader organizational Diversity, Equality and Inclusion (DEI) goals of the organization, such as enhanced geographical diversity and gender equality as outlined in the office’s Geography Action Plan and the UNOV/UNODC Gender Strategy.

Under this overall purpose, there are four (4) objectives that shall be realized:

First, enhanced understanding shall be gained about how personnel in the field office locations partake in and profit from existing training and development opportunities – including language trainings – as well as the role that the local Field Office Training Focal Points play in this regard. This analysis will be based on a review of past learning needs assessment conducted by TDT (formerly LODU), language programme records, and further involve the FO Training Focal Point network to receive additional insights (e.g., via a survey or focus groups, most suitable format TBC). Working closely with the Team Leader, TDT, the insights gained through the assessment shall be shared for information and further feedback with the UNODC Division for Operations (DO) and selected Field Office Representatives. The results of this review process and recommendations for training initiatives will be shared in the form of a 3–5-page report with HRMS.

Second, based on the conducted analysis, the consultant will develop a dedicated Field Training Plan, and develop, update an – where applicable – (co)facilitate training initiatives to be implemented hereunder. These training initiatives and related material (e.g., Power Point Slides, Case Studies, Registrations forms, etc.), as well as partnerships with external trainers shall be aligned with the overall Learning and Development Catalogue of TDT which will be developed for 2023.

Third, improved and innovative communication material and templates that can be readily used by the Talent Development Team to assess field office training needs and communicate training offers going forward shall be developed (e.g., online training calendar that colleagues in field locations can easily access).

Fourth, partnerships shall be strengthened with organizational training focal points and staff trained across UNOV/UNODC to roll out, for example, the United to Respect Training, Addressing Sexual Harassment Trainings, Disability Inclusion Trainings, and Inclusive Leadership Trainings, in the field locations.

Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in business administration, human resources, organizational behaviour, social science, law, international law, political science or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: - A minimum experience of 2 years of working in adult education and training is required. - Ability to work effectively with course participants to leverage personal and organizational change is required. - Strong familiarity with online teaching methods and the innovative delivery of these is required. - Fundamental planning and organizational administrative skills are required. - Ability to deliver high quality results in a short time frame is required. - Experience working with topics around gender and diversity in work life is desirable. - Experience working for international organizations is desirable. - Excellent analytical skills and proven track record and experience in delivering interactive training modules on various HR topics is desirable. - Track record in providing communication and interactive material to promote learning in the organization is desirable.

Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language is an advantage.
