Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of UNEP's Climate Change Division is to deliver effective strategic guidance and high-impact action in support of the transition towards climate stability. UNEP provides capacity building and technical support to governments to enhance their policy and implementation capacity and helps them access finance to align to the Paris Agreement, decarbonize, anticipate, and adapt to climate impacts. Its work is guided by ambition, innovation, credible science, alignment to global climate goals and needs of individual countries. The GEF Climate Change Mitigation Unit, of the Climate Change Division has implemented the project GEF ID: 5649 "Nationally Appropriate Mitigation Actions (NAMAs) for Low Carbon Island Development Strategy for Mauritius”. The objective of this project is to ensure a low carbon path for Mauritius, by establishing the national capacity for formulating and prioritizing mitigation actions to implement NDC and further develop the local capability to design and implement mitigation actions in the energy sector. The GEF Climate Change Mitigation Unit requires a consultant to undertake the Terminal Review of the mentioned project. (S)He will be responsible for overall management of the Terminal Review and timely delivery of its outputs as described in the overall Terms of Reference of the review. The consultant will also lead the Terminal Review design, data collection and analysis, and report-writing. The consultancy will be home-based, and the consultant will work under the direct supervision of the GEF Task Manager (Asia Pacific), Climate Change Mitigation Unit, Climate Change Division, UNEP. More specifically: Undertake the inception phase of the review, including: 1. Conduct project desk review and collate information from the project teams 2. Draft the reconstructed Theory of Change of the project 3. Prepare the Terminal Review framework 4. Develop the desk review and interview protocols 5. Draft the survey protocols 5. Plan the Terminal Review schedule 6. Prepare the inception report for review to be approved by the Climate Change Mitigation Unit Coordination of the data collection and analysis phase of the Terminal Review, including: 1. Conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and stakeholders of the project 2. Information collection, surveys, data analysis 3. Regularly report back to the Climate Change Mitigation Unit on progress. Coordination of the reporting phase, including: 1. Prepare presentation on preliminary findings 2. Draft Main Terminal report ensuring it is consistent with guidelines provide both in substance and style 3. Liaise with the UNEP Climate Change Mitigation Unit on comments received and ensure that comments are considered during finalization of the Main report and approved 4. Prepare a Response to Comments annex for the main report, listing those comments that are not accepted and indicating the reason for their rejection. Managing internal and external relations of the review team, including: 1. maintain a positive relationship with stakeholders, ensuring that the project review process is as participatory as possible but at the same time maintains its independence. 2. communicate in a timely manner with the UNEP Climate Change Mitigation Office on any issues requiring its attention and intervention. The consultant will act under the supervision of the Task Manager Asia Pacific region of the GEF Climate Mitigation Unit, Mitigation Branch, Climate Change Division. Specific tasks and responsibilities: The consultant will undertake the following duties: • Inception Report • Desk based review of documents • Review Mission • E-based interviews, surveys etc. • PowerPoint/presentation on preliminary findings and recommendations • Sharing of draft Review Report to Task Manager (and Project Manager) including mission (if any) • Sharing of draft Review Report shared with wider group of stakeholders • Preparation and completion of the final Review Report

Qualifications/special skills

Academic: • A Masters degree in energy, environmental sciences, engineering, international development or related area is required. A first level degree with an additional two years of qualifying experience maybe accepted in lieu of an advanced university degree. • A first-level degree with an additional two years of qualifying experience may be accepted in lieu of an advanced university degree; Experience: • A minimum of 5 years of technical / evaluation experience preferably including evaluating large, regional or global programmes and using a Theory of Change approach is required • A good understanding of energy, climate change conventions and MRV is desirable. • Good communication skills to manage/interact with government representatives and people inside and outside of the project team is desirable. • Excellent drafting skills is desirable

Languages

Language • English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is a requirement. Knowledge of French is desirable.
