Org. Setting and Reporting This position is located in Beni, in the Field Technology Section (FTS) of the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO). The Telecommunications Assistant reports to the ICT Operations Officer of the location.

Responsibilities Microwave: - Prepares and installs equipment necessary for microwave installations. - Carries out programming and testing of the various digital microwave systems utilizing a wide range of specialized and complex test equipment. - Programs, tests and pre-commissions new equipment in the workshop area prior to deployment; performs radio-link calculation and path profile analysis. - Liaises with the Rigging unit regarding the mounting of antennas and feeder lines on communications towers and masts.

Assets: - Assists in the receiving, inspecting and verification of all incoming ICT assets and supplies. - Issues CITS equipment and enters the records in the asset control system. - Prepares the scheduling of deliveries of equipment to users and coordinates returns of CITS equipment to the warehouse. - Maintains and controls proper records for all expandable and non-expendable CITS assets using the organization’s enterprise asset management systems, such as Galileo. - Updates and administers the asset database, tracking the life cycle of all assets. - Monitors the physical inventory of stocked items on a regular basis to ensure accuracy of records, and location of property.

Satellite: - Installs, operates and maintains satellite earth station antennas, ODE/IDE, associated shelters, and foundations. - Commissions, operates and maintains C band, X band and Ku band satellite systems comprising parabolic antennas of up to 9 meters, satellite modems, satellite transceivers, LNA, High Power Satellite Amplifiers (HPA and SSPA). - Commissions, operates and maintains, and train end users on all portable satellite terminals. - Liaises with UNGSC staff regarding initial installations, including frequency coordination for satellite communications.

Operations Support: - Performs related administrative duties, such as drafting routine correspondence, and assisting with the coordination of the travel programme; - Monitors accounts and payment to vendors and individual contractors for services. - Assists with the coordination of physical space planning. - Assists with the administrative arrangements for seminars, conferences and meetings. - Monitors status of expenditures and allotments through Umoja, records variations, updates budget tables; consolidates data received and provides support to higher-level staff with respect to budget reviews. - Prepares, processes and follows-up on administrative arrangements and forms related to the official travel of staff; maintains files of rules, regulations, administrative instructions and other related documentation; maintains up-to-date work unit files (both paper and electronic). - Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and in field missions.

Other Duties and Responsibilities: - Ensures that all required spare parts and supplies are in place. - Coordinates the scheduled preventative and corrective maintenance on ICT equipment. - Coordinates with the Asset Management Unit on proper inventory of records. - Organizes the receiving and inspection of new equipment. - Assists in formulating the training curriculum and in-house training programs for staff and others within the unit.

Competencies Professionalism: Knowledge of telecommunication equipment, principles of operations, including local area networks, satellite communications systems, radio systems, video-conferencing systems, voice and messaging systems, and principles of analog and digital transmission. Knowledge of synchronous and asynchronous data interface standards and protocols. Ability to apply knowledge and technical skills to install and test relevant equipment, provide maintenance services and user support. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education High school diploma or equivalent is required.

Job - Specific Qualification Certification/diploma or other supplemental academic qualifications or training in Telecommunications is required.

Industry training and certifications is desirable.

Work Experience At least six (06) years of working experience in the planning and installation of complex telecommunications equipment, networks and systems, including at least three (3) years of experience at the international level are required.

Experience in international operations in a post conflict-environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (oral and written) is required; knowledge of French is desirable.
