The Technology for Development (T4D) Specialist reports to the Regional T4D Business Analyst in the Regional Office. He / She will also closely collaborate with the Regional Advisors and the country programme teams.

The purpose of this role is to manage, lead and support the demand for Technology for Development (T4D) programmatic support in response to Ukraine Emergency. Significant escalation of the conflict in Ukraine has resulted in increased humanitarian needs and population displacement within and outside of the country where the use of digital solutions is in high demand. The T4D specialist will assist programme teams in the identification, assessment and integration of ICTs and digital innovation into the UNICEF response plan and programming; identifying and engaging with key partners; applying reusable and replicable technical buildings blocks, and maximizing potential for the scale-up and sustainability of technology and digital innovation for UNICEF response.

1. Collection and elicitation of business needs and translation into technical requirements:

1.1. Proactively collaborates with programme/operations stakeholders to identify their requirements of digital solutions for emergency response. 1.2. Evaluate T4D initiatives potential opportunities and possible risks to improve productivity, efficiency and effectiveness and share with Regional T4D Business analyst and Regional Chief of ICT, ICD and Regional and country programme teams 1.3. Assists stakeholders in developing a business cases and other needful documentation to develop and/or deploy digital solutions. 1.4. Collaborates internally within UNICEF and with the third-party vendors in designing and deploying digital solutions. 1.5. Prepares documentation for ICT Governance, Project-Portfolio and Enterprise Architecture deliberations as and when needed. 1.6. Develop and maintain system documentation and review source code in compliance with UNICEF policies and standards.

2. Provide technical and programmatic support on T4D solutions:

2.1 Provide support and technical assistance to the Country Offices and regional office outposts in the identification, selection, concept design, deployment, and sustainability of T4D interventions to address bottlenecks towards the achievement of emergency response and programme results. 2.2 Assist programme sections to identify and assess new T4D initiatives, or new phases of on-going initiatives, with immediate potential to improve UNICEF programming. 2.3 Review of technical solutions to ensure UNICEF standards are followed; contribute to project management processes, generation, and review of terms of reference and vendor selection. 2.4 Provide support to review the technical architecture, technology framework and code repository. 2.5 Advisory and assistance with implementation strategy of digital technology initiatives. Including technical oversight, troubleshooting and the documentation of challenges and resolutions.

3. Engage and maintain partnerships and networks:

3.1 Provide support to develop partnerships and networks with local solution providers, NGOs and private sector and ensure compliance with UNICEF’s policies on partnership for digital solutions. 3.2 Provide technical and operational support to a wide range of stakeholders and partners on UNICEF policies, practices, standards, and norms on technology for development. 4.4. Provide support in developing a catalogue of potential country specific T4D partners and their profiles/areas of engagement to promote and enhance the response to emergencies through the use of Technology for Development. 4.5. Provide support in negotiating zero rated access to humanitarian response related web sites and systems from the mobile network operators.

4 Technical documentations and system administration:

4.1 Develops and maintains technical documentation for digital solutions as relevant (T4D and Business-process technology solutions). 4.2 Maintains portfolio of all digital solutions developed, maintained, and administered during the emergency response as well as for regular programme delivery. 4.3 Conducts periodical security audit and compliance activities (and document the outcomes) for different digital solutions. 4.4. Administers and maintains access-control in coordination with the respective business process owners of the digital solutions including access to google analytics, firebase, apple ios and google play store 4.5. Provide support in developing User Manuals for the T4D solutions

5 Knowledge-management and end-user training

5.1. Identify, capture, synthesize and share lessons learned from T4D for integration into broader knowledge development planning, advocacy and communication efforts. 5.2. Participate as resource person in capacity building initiatives to enhance the competencies, capacity and knowledge within the programmes on digital development, train UNICEF staff, partners, government counterparts and other end users in digital development and technology innovation. 5.3. Offer or coordinate training workshops or clinics to build end-users capacity or to introduce new solutions and services. 5.4. Support the planning, organization and implementation of capacity building and knowledge management initiatives to enhance staff competencies.

Impact of Results:

Interpretation of business requirements, translation of those requirements into technical solution followed by the proper design, development and implementation of those business solutions will directly impact effectiveness of UNCEF’s ability on the delivery of results for children.

Decisions on the development and implementation of digital solutions to automate and improve business processes, Content and Knowledge Management solutions will impact on the take-up and sustainability of developed solutions.

Recommendations on the design and functionality of the software developed to automate and improve business processes will significantly affect usability of developed solutions and enhancements and delivery of expected efficiency gains. Recommendations and advice provided with respect to the Knowledge Management solutions will affect effectiveness of sharing organizational knowledge within the region.

Errors in the design and implementation of business automation and improvement software and in the design and implementation of Knowledge Management solutions can lead to the wasteful investment of money and time and the creation of systems that do not meet the requirements of business and other stakeholders.

To qualify as an advocate for every child you will have…

  • An advanced university degree is required in computer science, software engineering, information technology management, business administration or another relevant technical field. Or a first-level university degree in a relevant field combined with seven years of professional experience may be accepted in lieu of an advanced university degree.
  • A minimum of five years of relevant professional experience in information technology management, Business requirement gathering or software in a large international organization and/or corporation is required. Experience in a UN organization is an asset.
  • Demonstrated substantial hands-on experience in software development of web-based and mobile applications using open-source framework.
  • Experience with ICT, mobile and web-based technologies, particularly designing or deploying tools appropriate in emergencies.
  • Exposure to UNICEF, UN or other INGO programmatic areas, including (but not limited to) health, nutrition, child protection and/or education, and experience in applying technical solutions to address programmatic issues.
  • Experience with RapidPro, OpenSRP, DHIS2, ODK and other global public good technologies, and deploying, maintaining, and scaling these technologies is an asset.
  • Experience in managing IT projects, particularly software development projects.
  • Certification in one or more of these ICT technical competencies: ICT Project Management, Information Security, Telecommunications, Networks Information Security and Software Engineering and Programming highly desirable.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
