In December 2020, the National Council of Justice (CNJ) and UNDP signed the international technical cooperation project BRA/20/015 – Justice 4.0: Innovation and Effectiveness in Realizing Justice for All. The project aims to develop subsidies to promote innovation with a focus on the effectiveness of carrying out Justice. Considering the CNJ's vocation of evidence-based action, the planned actions are focused on developing studies, new methodologies and creating mechanisms and instruments that enhance the implementation, dissemination and support of technical, conceptual and operational capacities. The goal is to improve judicial policies from the perspective of innovation and effectiveness. The project is scheduled to run until July 31, 2023 and may be extended if necessary. The Volunteer for the provision of technical support to Program Justice 4.0 will dedicate 80% of its time to Axis 4 of the project, which aims to strengthen the institutional capacities of the CNJ and Justice, with an emphasis on promoting legal security and the environment of businesses. Among the activities planned is developing and cleaning up the National Database of the Judiciary. In addition, 20% of the volunteer's time will be dedicated to Axis 2 of the Project, which focuses on Information Management for the formulation, implementation and monitoring of evidence-based judicial policies. In particular, the volunteer will be involved in the construction of the new version of the National Adoption and Reception System (SNA). Working under the supervision and guidance of the DPJ/CNJ team and the Justice 4.0 Program Coordination, the UN Volunteer will support actions for the management of information technology systems, to assist in the definition of requirements, based on knowledge in the area of Law, and carry out tests of the developed solutions. The Volunteer will be CNJ-based once the home-office regime ends.

The UN Volunteer, under the supervision of the Information Management Advisor, and in coordination with the other professionals from UNDP and CNJ, will support activities for the production of diagnosis and panels aimed to guarantee the accountability of the Judiciary system.

The UN Volunteer will undertake the following tasks:

• Articulate with stakeholders to guarantee data sanitization. • Support in testing and approval activities for solutions developed with the aim of remedying inconsistencies in the data. • Support the production of requirements for the implementation of technological solutions. • Activities to support the management of internal and external demands. • Support the production of documents necessary for the development of projects. • Support in the production of general content for external and internal communication, including texts on program actions, among others.

Expected results:

•The key results expected for this assignment aim to ensure the quality, efficiency and effectiveness of the project's implementation nationwide, in line with the goals and priorities agreed by the UNDP and the CNJ, for the benefit of the Brazilian justice system. •The goal is for the volunteer to support Axis 2 and Axis 4 of the project in general information technology activities, through the organization, documentation and validation of all phases of the projects.

professional capacity required • Experience with programming in R and Python; • Experience with creating panels/dashboards. • Experience with data manipulation and treatment; • Knowledge or experience in systematizing data from different sources; • Previous experience in projects with Judicial Branch databases will be considered an asset.

Other requirements:

• Excellent oral and written communication skills; • Knowledge of the context in the field of the Brazilian Judiciary and its electronic systems; • General knowledge/computer skills, including proficiency in Microsoft Office and service/ work management / planning applications tools such as Jira and Planner; • Competence in handling requirements for the improvement and development of systems;

The assignment will be in Brasília, the Federal capital of Brazil and seat of government of the Federal District. Brasilia is a family duty station and classified A (hardship). The living conditions in Brasilia are good as well as the access to health services. The accommodation facilities are in general good, and the choice is wide.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging their own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.

Brazil is security level 3 (moderate). UNDSS Brazil advises to exercise a high degree of caution in Brazil due to high levels of serious and violent crime, particularly in major cities. Violent crime as muggings, armed robbery, kidnappings, and sexual assault, is very high. Avoid shanty towns (favelas) in the big cities and if you are attacked or robbed, do not resist. Demonstrations can occur at any time and may turn violent with little or no warning. All United Nations personnel must scrupulously comply with UNDSS procedures and recommendations during their assignment in Brazil. For missions in rural areas or indigenous reservations, special procedures may apply; UN personnel should consult with the local DSS office in advance.
