OBJECTIVES OF THE PROGRAMME

The Division of Country Health Programmes (CHP) assists country efforts to reduce the burden of non-communicable and communicable diseases and address the social, economic and environmental determinants of health, and promotes policies and actions for health through stewardship of the WHO European Healthy Cities Network. It focuses on health promotion measures; prevention and control of noncommunicable diseases, including cancers, cardiovascular diseases, chronic respiratory diseases and diabetes, and risks related to tobacco use, physical inactivity, unhealthy diet, and the harmful use of alcohol; communicable diseases such as tuberculosis, HIV/AIDS and hepatitis, and vector-borne and neglected tropical diseases; elimination and control of vaccine-preventable diseases and advocacy for increased use of vaccines; containing and controlling antimicrobial resistance; addressing existing and emerging environmental health risks, and supporting violence and injury prevention. A determination to ensure universal access to people-centred quality health services across the continuum of care is matched by enriching the evidence base for policy design and interventions using social, cultural and behavioural approaches, to drive implementation of innovation at national, regional and local levels.

DESCRIPTION OF DUTIES

To act as the project officer for the implementation of the project on “Post-crash care for road traffic victims in Azerbaijan” (henceforth “the Project”) at country level. Under the supervision of the WHO Representative, Azerbaijan, the incumbent provides technical assistance with country-level coordination, management and technical support for the project as well as related injury prevention matters. In collaboration with partner agencies, the government of Azerbaijan and other relevant road safety and injury prevention and control stakeholders, the individual will be expected to:

Key duties:

Assist with the implementation of the project entitled “Post-crash care for victims of road traffic injury in Azerbaijan”, by facilitating and monitoring implementation as well as drafting regular progress reports on technical outcomes and financial implementation.

Ensure adherence to deadlines and the strategic framework of the project.

Ensure adherence to the pertinent WHO technical and normative guidance during the implementation of the Project, by coordinating the work with the Regional Office;

Establish and proactively maintain good working relations with all key national partners including the Ministries of Health, Transport and Interior;

Organize the relevant national, international conferences, workshops and trainings in Azerbaijan as part of the project implementation by preparing the technical content of planned events, gathering evidence, drafting background documents, and coordinating various country partners.

Perform other duties relevant to the implementation of the Project as necessary.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in medicine, public health or a relevant combination of professional and academic qualifications. Desirable: Master's degree or relevant postgraduate training in one of the above areas or a related field focusing on public health programme management and evaluation.

Experience

Essential: At least one year of relevant national professional experience in the area of health project management, preferably emergency medical services and/or other injury prevention and control related field. Desirable: Relevant work experience with(in) WHO, the UN or other international organization or entity active in the health sector.

Skills

Demonstrated knowledge of the public health context in the country.Analytical skills. Proficiency in standard computer applications: word processing, spreadsheets, databases, presentations, etc. Emotional intelligence; Ability to identify and manage one's own emotions, as well as helping others to do the same.

Use of Language Skills

Essential: Expert knowledge of English. Intermediate knowledge of Local language. Desirable: Intermediate knowledge of Russian.

REMUNERATION

Remuneration comprises an annual base salary starting at AZN 53,356 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
