OBJECTIVE OF THE OFFICE/DEPARTMENT

This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The primary objective of the Department of Health Systems and Services (HSS) is to strengthen health systems based on Primary Health Care, supporting universal access to health and universal health coverage. Its work encompasses the following areas: strengthening of health systems stewardship and governance to achieve universal access to health and address the social determinants of health, including social protection in health; strengthening of regulatory frameworks and financial protection for progressive realization of the right to health; organizing people-centered, integrated health service delivery; promoting access to and rational use of quality, safe, and effective health technologies; health policies, and technical cooperation; and developing human resources for health.

DESCRIPTION OF DUTIES

  1. Under the direct supervision of the Advisor, Health Systems and Services (CO), and the general supervision of the PAHO/WHO Representative, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:
  2. Provide strategic and technical support for the strengthening of the regulatory capacities of the Ministry of Health and other national institutions in development and emergency contexts with a special focus on non-communicable diseases;
  3. Support the DPM/MT, DOSS and the PNST (or equivalent) in the monitoring of actions relating to pharmacovigilance, vaccinovigilance, health technologies management and control and hemovigilance;
  4. Contribute to the development of PAHO/WHO documents on blood safety and drug and technologies regulation;
  5. Develop initiatives to strengthen the National Blood Program of the MSPP;
  6. Provide support for the implementation of activities provided for in the annual, biannual plans and programs related to drugs and health technologies regulations and transfusion safety;
  7. Support the review and implementation of key documents, including but not limited to the National Drug Policy, the Five-Year Blood Services Strategic Plan through an inclusive dialogue process;
  8. Participate in existing or potential national and regional technical working groups or meetings on drug and health technologies policies, regulatory reforms, blood policy, organization of blood services; Promote the participation of the relevant departments of the Ministry of Health in the corresponding regional events;
  9. Support the process of mapping existing protocols for various technical areas, with a special focus on NCDs as well as health emergencies;
  10. Support the process of integrating NCD control into the health system particularly at the primary level as it relates to issues of medicines and health technologies;
  11. Provide recommendations on communications related to medicines and blood products and propose procedures for strengthening quality in the supply chain of medical inputs within PAHO, Haiti Office;
  12. Support technical preparations for, and participation in relevant workshops, expert consultations and meetings and training of national stakeholders, including but not limited to: document development or editing, research, planning (national therapeutic formulary, use of antibiotics and technologies in hospitals, national pharmaceutical and technologies standards and policies, quality medicines and technologies, and health products policy, national guidelines on drugs and technology use and transfusion practices);
  13. Monitor quality control activities related to drugs and blood safety of the MSPP according to established standards and protocols (post-market surveillance- CARPHA, EQUAS, etc.);
  14. Support the development of projects and proposals in terms of aspects related to medicines, health technologies and blood services;
  15. Support the development and updating of mechanisms for more efficient and effective registration and monitoring of medicines and vaccines in the context of emergencies;
  16. Facilitate access to relevant policy or technical documents, information points and other publications, reports or alerts on access to medicines, health technologies and medical equipment, blood safety and other health technologies through direct contributions, exchange of information, support for Translations of French- English Spanish-Haitian Creole as required;
  17. Identify intervention needs and transmit alternatives to improve the governance of the entire medication, medical equipment and blood services management system;
  18. Develop knowledge management and support to research initiatives related to medicines, health technologies and blood safety with emphasis on models of care that focus on people and communities, with focus on the differentiated needs of people (gender, ethnic, age, etc.);
  19. Provide support in the development of data (including the use of Information Communication Technologies), their integration with broader health information systems, the production of analysis, amenable to organizational and evaluative research; produce on a periodic basis an analysis of the safety of medicines, health technologies, medical equipment and blood including the identification of good practices and the analysis and systematization of bottle neck for the adequate performance;
  20. Promote and undertake key actions that favor the implementation of a Model to improve quality and access to medicines, vaccines and blood, taking into consideration existing legislation;
  21. Mobilize resources, financial and non-financial by assisting national authorities in the preparation of project proposals and plans, and by facilitating Caribbean and triangular cooperation;
  22. Collaborate in the preparation of the Representation´s Biennial Work Plan (BWP) and the execution of international cooperation, including the analysis of political, technical and socioeconomic realities;
  23. Establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities, when required;
  24. Perform other related duties as assigned by the PAHO/WHO HSS advisor and the PAHO/WHO Office Representative.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in one of the health, social or management sciences, or any other field related to the functions of the post from a recognized university.

Desirable: A master’s degree in public health, health systems/services administration or management, would be an asset.

Essential: Seven years of professional experience in blood safety, safety of medicines, health technologies, medical equipment and activities related with national transfusions programs

Desirable: Working experience in multilateral organizations oriented to health cooperation in the field of Medicines and National blood

Languages:

Very good knowledge of French and Haitian Creole with a working knowledge of English.

Outlook. Other IT skills and knowledge of other software programs such PMIS will be an asset.
