OBJECTIVE OF THE OFFICE/DEPARTMENT

This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The primary objective of the Department of Health Systems and Services (HSS) is to strengthen health systems based on Primary Health Care, supporting universal access to health and universal health coverage. Its work encompasses the following areas: strengthening of health systems stewardship and governance to achieve universal access to health and address the social determinants of health, including social protection in health; strengthening of regulatory frameworks and financial protection for progressive realization of the right to health; organizing people-centered, integrated health service delivery; promoting access to and rational use of quality, safe, and effective health technologies; health policies, and technical cooperation; and developing human resources for health.

DESCRIPTION OF DUTIES

Under the direct supervision of the Health Systems and Services (CO) in Haiti and the general guidance of the PAHO/WHO Representative, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide strategic, technical and programmatic support for the development, update and implementation of evidence-based policies, plans and strategies to implement the strategy and plan of action for human resources for health in the Americas approved by PAHO/WHO Member States at the national, department and district level, taking into account the diversity, inequities in health, national context, and health model of the country;
  2. Provide technical support to the Ministry of Health (MSPP) in the development of integrated health system networks through the adaptation of existing tools and the systematic development of capacities and competencies at the district and community level;
  3. Provide technical cooperation for the development, adaptation and implementation of training strategies oriented to primary health care particularly for high quality continued care of persons with non-communicable diseases, integrated health service networks, and the productive management methodology of health services;
  4. Develop strategies to improve the performance of the Haiti node on PAHO's virtual public health campus (VPHC); develop partnerships between the MSPP and academic institutions to use the Haiti VPHC Node for building institutional capacity and human resources for health;
  5. Provide strategic, technical, and programmatic support for the creation, design, implementation, monitoring and evaluation of training programs related to the universal health strategy, the control of non-communicable diseases and interprofessional education processes in the field of health;
  6. Provide technical cooperation on the integration of the Package of Essential Services for Non-communicable diseases (PEN) at the primary care level for early detection and continuous quality care of non-communicable diseases (NCDs);
  7. Support the integration of the maternal health essential conditions assessment tool as a theoretical, practical, and continuous education process framework for the MSPP family health directorate;
  8. Build institutional capacity at all levels in health technology management, including specific skills in the management, repair and use of health technologies;
  9. Support the country's training institutions (e.g. State University of Haiti) to adapt and update their curriculum in accordance with national and regional objectives with special emphasis on interprofessional training for Primary Health Care, Integrated Health Services Network, Productive Management Methodology for Health Services, and control and continuous care of NCDs;
  10. Coordinate learning and exchange visits both in Haiti and abroad;
  11. Develop innovative technical cooperation activities to support the re-orientation of educational programs with emphasis on the continuity of services across the life course extending from health promotion and prevention to rehabilitative and palliative care, with due attention to the differentiated and unmet needs of all people, the specific needs of populations in conditions of vulnerability, human rights, and gender and cultural sensitivity approaches required to overcome health inequities at the local level;
  12. Provide technical support to the Country for the strengthening of the educational and training programs of priority health programs (i.e., HIV, TB, NCDs, Mental Health, etc.) and cross-cutting themes (Gender, Human Rights and Ethnicity) in service delivery, with emphasis on the first level of care;
  13. Collaborate in global and regional alliances and networks to strengthen the educational programs for the first level of care within the integrated health service delivery networks framework, including the exchange of best practices and experiences among countries;
  14. Provide support to produce on a periodic basis an analysis of the situation of the educational programs in the national, departmental and district level, including the identification of good practices and the analysis and systematization of bottle necks for adequate performance;
  15. Cooperate with WHO, regional and Country Offices, PAHO/WHO Collaborating Centers, international cooperation agencies, intergovernmental and nongovernmental organizations, private sector, and other relevant stakeholders, to develop alliances and networks and the resources mobilization that favors access to educational programs oriented to Universal Access in Health;
  16. Contribute to the coordination of delivery of the Organization’s technical cooperation and financial assistance, working as part of the team of consultants assigned to the Country Office;
  17. Collaborate in the preparation of the Representation´s Biennial Work Plan (BWP) and the execution of international cooperation, including the analysis of political, technical and socioeconomic realities;
  18. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in one of the health, social or management sciences, or in any other field related to the functions of the post from a recognized university.

Desirable: A master’s degree in public health, health systems/services administration or management, would be an asset.

Experience****:

Essential: Five years of national professional experience in the medical field or public health teaching and experience in using the Virtual Campus of Public Health in Haiti.

Desirable: Working experience in the local Family and Community Model of Health.

Languages:

Very good knowledge of French and Haitian Creole with a working knowledge of English.

IT Skills:

Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Other IT skills and knowledge of other software programs such as WorkDay would be an asset.
