OBJECTIVE OF THE OFFICE/DEPARTMENT

This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The primary objective of the Department of Health Systems and Services (HSS) is to strengthen health systems based on Primary Health Care, supporting universal access to health and universal health coverage. Its work encompasses the following areas: strengthening of health systems stewardship and governance to achieve universal access to health and address the social determinants of health, including social protection in health; to develop capacities and competencies in national health authorities to work on the Essential Public Health Function; strengthening of regulatory frameworks and financial protection for progressive realization of the right to health; organizing people-centered, integrated health service delivery; promoting access to and rational use of quality, safe, and effective health technologies; health policies, and technical cooperation; and developing human resources for health.

DESCRIPTION OF DUTIES

Under the direct supervision of the Advisor, Health Systems and Services (CO) and the general supervision of the PAHO/WHO Representative, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide strategic, technical and programmatic support for the development, update and implementation of governance in Haiti's health sector; strengthen the steering role and the accountability of the health authority through the implementation of the Essential Public Health Functions strategy, and support the development of initiatives aimed at ensuring public health financing and the elimination of out-of-pocket payments for essential health services
  2. Provide strategic, technical and programmatic support for the development, update and implementation of evidence-based policies, plans and strategies to improve the capacity of the health system to provide comprehensive quality services that are people, family and community centered at national, departmental and district level, taking into account the diversity, inequities in health, as well as the level of development and Health Model of the country
  3. Provide technical cooperation for the implementation of quality improvement programs and interventions in the health system and services with a special focus on NCDs, including the preparation of norms, guidelines, strategies and capacity building
  4. Provide strategic, technical and programmatic support for the creation, design, implementation, monitoring and evaluation of the Essentials Public Health Functions and the performance of the integrated health system network, with a particular focus on NCDs
  5. Ensure the dissemination and promote the ownership of PAHO's Essential Public Health Functions and Universal Health Strategy at the various levels of the MSPP and ensure Haiti's participation in regional discussions on these topics;
  6. Provide technical cooperation to incorporate high quality, people-centered, continuous care for NCDs into national policies, programs and the model of care, particularly at the primary level
  7. Provide technical cooperation to the MSPP and other partners to facilitate the implementation of programs and plans related to health system strengthening, and maintenance of essential services in emergencies, including control of NCDs
  8. Provide support for the development of managerial systems to improve performance of the health services at the Departmental and District levels, to improve access to comprehensive quality health services including community base interventions
  9. Develop innovative technical cooperation activities to support the re-orientation of health system and task shifting with emphasis on the continuity of services across the life course extending from health promotion and prevention to rehabilitative and palliative care, with due attention to the differentiated and unmet needs of all people, the specific needs of populations in conditions of vulnerability, human rights, and gender and cultural sensitivity approaches required to overcome health inequities at the local level
  10. Provide technical support to the Country to strengthen the coordination/integration of priority health programs (e.g. HIV, TB, malaria, NCDs, Mental Health, etc.) and cross-cutting themes (Gender, Human Rights and Ethnicity) in service delivery, with emphasis on the first level of care
  11. Promote methods and mechanisms to strengthen the engagement and collaboration between users and providers, health systems services and communities, informal care networks and family care givers, promoting a cultural change in the provision of services based on the principles of primary health care and people and family-centered service delivery
  12. Provide technical advice and collaborate with Member States to increase the response capacity of the healthcare network, with emphasis on the first level of care, through the development of programs that support the empowerment of people and communities, the strengthening of formal participation mechanisms and the development of health-related promotion, prevention and education programs
  13. Develop knowledge management and support to research initiatives related to health systems and services and health financing with emphasis on models of care that focus on people and communities, with due focus on the differentiated needs of people (gender, ethnic, age, etc.)
  14. Provide support in the development of health information systems (including the use of Information Communication Technologies), their integration, the production of health system analysis, amenable to organizational and evaluative research; coordinate and support on a periodic basis an analysis of the situation of the health care networks from national to district level
  15. Collaborate in global and regional alliances and networks in support of the strengthening of the Governance, financing in health and stewardships capacities within the integrated health service delivery networks framework, including the exchange of best practices and experiences among countries
  16. Ensure strategic and operational coordination, from planning to monitoring, of projects administered by the HSS-HAI program
  17. Collaborate in the preparation of the country cooperation strategy, UN cooperation framework for Sustainable Development, country profile, biennial work plans and budgets, situation analysis and reports of the activities of the PAHO/WHO Representation in Haiti
  18. Identify and coordinate external technical support needs in coordination with the Regional Office and ensure appropriate follow-up
  19. Liaise with the United Nations System in Haiti on topics related to Health Services and services, as well as the right to health
  20. Collaborate and strengthen partnerships with local and regional stakeholders related to health system strengthening and the right to health
  21. Cooperate with WHO, regional and Country Offices, PAHO/WHO Collaborating Centers, international cooperation agencies, intergovernmental and nongovernmental organizations, private sector, and other relevant stakeholders, to develop alliances and networks that favor access to quality comprehensive health services, particularly for those most in need
  22. Mobilize resources, financial and non-financial by assisting national authorities in the preparation of project proposals and plans to appropriate national, bilateral and international agencies and by facilitating regional and triangular cooperation for the quality and performance of the health model
  23. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education:

Essential: A bachelor’s degree in one of the health, social, management sciences or any other field related to the functions of the post, from a recognized university.

Desirable: A master’s degree in public health, health systems/services administration or management, would be an asset.

Experience:

Essential: Seven years of national professional working experience in the implementation of essential public health functions, health governance and stewardship, and health financing initiatives.

Desirable: Working experience in multilateral cooperation organizations oriented to the field of public health would be an asset.

  • Knowledge and skills in the areas of governance and stewardships organization, management (including planning, financing, organization, staffing, directing and controlling) and provision of health care services and health care financing (including primary, secondary, and tertiary care and public health services), and in strengthening PHC-based health systems.
  • Ability to design and develop project interventions; knowledge and skills in project planning, management and evaluation, including resource mobilization and grant management.
  • Knowledge and skills in Essential Public Health Functions (EPHF), extension, monitoring and evaluation of health care services and health care financing, equity in access to health care services, quality of health services, and strategies to overcome barriers to accessing health care services.
  • Knowledge of policy tools and strategies to control non-communicable diseases.
  • Knowledge and skills in the formulation of technical cooperation interventions and in the development of criteria and instruments for evaluating program interventions.
  • Strong interpersonal skills, diplomacy and tact to effectively communicate with senior level officials, multiple stakeholders and professionals from diverse cultural and professional backgrounds.
  • Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

Languages:

Very good knowledge of French and Haitian Creole with a working knowledge of English.

IT Skills:

Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Other IT skills and knowledge of other software programs such as WorkDay would be an asset.
