OBJECTIVES OF THE PROGRAMME

To assist countries in revitalizing primary health care and community-based care including referral support in relation to NCDs. To support Member States in the development, strengthening and implementation of policies and strategies for management of chronic NCDs. To provide technical support for operational research with the collaboration of the concerned technical units and department to generate evidence for effective and efficient interventions in the management of chronic NCDs.

DESCRIPTION OF DUTIES

Under the overall supervision of Director, Healthier Populations and Noncommunicable Diseases (HPN) and also under the guidance and support of the Regional Advisor, NCD, the incumbent will carry out the following duties:

1.Provide technical leadership and programme managerial support to SEAR countries for prevention, screening, diagnosis and management for cancer:

2.Provide technical guidance and support for implementing the Global Initiative for Childhood Cancer in countries;

3.Support the adaptation and implementation of WHO global initiatives including Elimination of Cervical Cancer, Global Breast Cancer Initiative and other areas;

4.Provide support to the development of norms and standards for cancer prevention, screening, diagnosis, management, palliative care and support their adaptation and implementation in countries;

5.Coordinate the development of work plans and budgets including resource mobilization for the cancer work programme, and follow up on the implementation of planned activities;

6.Monitor and evaluate progress made in the implementation of the cancer work plans in assigned countries and publish and disseminate best practices and partners' experiences in implementing cancer prevention and control strategies;

7.Support the development and expansion of cancer registries;

8.Identify, maintain, and coordinate relationships across other United Nations organizations or with partners;

9.Work with partners and donors, manage grants and collaborative arrangements and lead the work on monitoring and timely reporting;

10.Support coordination between WHO HQ departments, Regional Offices and Country Offices;

11.Other duties assigned by the supervisor

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine with post graduate qualifications in cancer management, research,epidemiology.

Desirable: Training in public health or social sciences.

Experience

Essential: At least 7(seven) years of relevant experience, some of which should have been obtained in an international context in working in the field of public health in low-and middle-income country settings as well as at managerial level in the prevention and control of NCDs.

Desirable: Experience in planning and delivering projects related to cancer. Working experience in international agencies.

Skills

Excellent analytical and organizational skills. Able to coordinate, plan and implement projects and activities with minimum supervision but work equally well as part of a team. Manageand expand global partnerships and programme implementation in countries through partners.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2249 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
