Organizational Setting FAO's work in emergencies focuses on reducing people's vulnerability to hazards before, during and after disasters through risk assessment, risk reduction, preparedness, coordination, emergency response and rehabilitation. Against this background, FAO Ukraine is implementing a three pillar strategy to: 1) support critical food production systems; 2) support agro-food supply and value chains; and 3) conduct accurate analysis of evolving food security and needs. A critical element of this work is assessment and analysis of food security, production supply, value chains and economic trends, providing evidence to inform operationalization of the strategy and advocacy with stakeholders. The incumbent will be responsible to lead and coordinate the Country Assessment and Analysis function in FAO Ukraine. This function provides evidence to inform programming, policy development, resource mobilization and advocacy, represents FAO Ukraine on Assessment and Analysis at inter-agency level and leads on technical assessment partnerships with relevant stakeholders. The position is located in Kyiv, Ukraine.

Reporting Lines The Technical Officer (Assessment and Analysis) works under the overall supervision of the Senior Programme Officer. He/she works in close collaboration with technical and operational units within FAO Ukraine, the Regional Support Team in the Regional Office for Europe and Central Asia and FAO headquarters. The incumbent works closely with the analysis teams from the Office of Emergencies and Resilience (OER) and the Agrifood Economic Division (ESA).

Technical Focus Technical design and delivery of Assessment and Analysis products and services to support FAO programming at country level and positioning FAO as a trusted provider of impartial and high-quality food security, agriculture and economic analyses.

Key Results Comprehensive technical and policy expertise and advice to support the planning, development and implementation of programmes, projects, products and services.

Key Functions • Provides policy expertise and advice to support the planning, development and implementation of divisional programmes, projects, products and services. • Provides technical and programmatic support on the development, implementation and evaluation of assigned programmes/projects; identifies priorities, liaises with relevant parties. • Coordinates and reviews the assessments of issues and trends for the implementation of programmes and projects and the preparation of impact evaluation or equivalent studies. • Leads the preparation of various written outputs, e.g. background papers, analyses, substantial sections of reports and studies, inputs to publications. • Contributes to consultative and other meetings and conferences, including proposals for agenda topics, identifying participants, preparation of documents and presentations. • Participates and/or leads training workshops and seminars; makes presentations on assigned topics/activities. • Provides guidance to external consultants, government officials and other parties. • Provides advice on the development of policies and strategies, as well as national protocols and guidelines for projects with specific domains related to FAO's work.

Specific Functions • Coordinates the FAO Ukraine Assessment and Analysis team and backstops activities related with data collection, analysis and report writing of food security, agriculture and economic surveys conducted at national and sub-national level. • Facilitates FAO Ukraine Assessment and Analysis planning processes, ensuring comprehensive revision of areas relevant to be considered for in-depth analysis, identifying possible partners and securing technical and operational resources required to accomplish annual goals. • Identifies strategic areas of analysis in close collaboration with FAO Ukraine Programme and Strategic Planning teams, providing guidance on areas technical analysis that can substantiate FAO activities in the country and design of programs and projects based on strong evidence. • Prepares and consolidates analysis and reports, including briefing notes for and other relevant materials, for advocacy and dissemination in different forums. • Interprets, analyses and presents dashboards, maps and products displayed on the Ukraine page as well as in the FAO Data-in-Emergencies hub (DIEM) as needed. • Identifies, maps and uses relevant datasets and reports from partner organizations, combining them with evidence collected by FAO Ukraine to produce high quality analytical products on the evolving food security and agriculture situation. • Reviews impact assessment products (reports, StoryMaps, maps, briefs, etc.) and assists in their dissemination. • Supports FAO Ukraine and other partners and service providers with the preparation of capacity building exercises related to analytical work. • Provides technical support to inform country, regional and global level analytical products and initiatives (e.g. United Nations Sustainable Development Cooperation Framework, Humanitarian Needs Overview and Response Plan, etc.) and to strengthen coordinated and consensus-based decision-making. • Represents FAO in relation to assessment and analytical work at inter-agency level at the country level and lead on technical assessment partnerships with relevant bodies, agencies and partners. • Promotes coherence between the different existing assessment tools and methodologies in terms of scope, design and results interpretation, also looking at external material and products. • Closely liaises with other teams in FAO Ukraine, the Office of Emergencies and Resilience and other technical divisions in FAO Headquarters. • Performs other duties as required. ______________________________________________________________________________________________________ CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements • Advanced university degree in political sciences, business administration, agricultural economics, development economics or related field. • Seven years of relevant experience in assessment and analysis, policy and technical advice, monitoring and evaluation in areas related to the activities of FAO. • Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions. • Ability to work under pressure and adapt to an evolving and complex emergency context and within multidisciplinary and different cultural background teams. • Experience in formulation, sampling, data collection, coordination, implementation, data analysis, interpretation and reporting for assessment processes in agriculture and food security. • Expertise in remote data collection in the area of food security and in emergencies. • Working knowledge of advanced statistics with ability to use statistical software packages (in particular SPSS, STATA and/or R). • Good knowledge of using and programming questionnaires in Open data kits (in particular Kobo toolbox). • Working knowledge of Geographic Information Systems (GIS) and Remote Sensing an asset. Excellent communication skills, both verbal and written. • Effective team leadership and decision-making skills with strong individual planning capacity. • Knowledge of humanitarian principles.
