Contract

OBJECTIVES OF THE PROGRAMME
WHO's 13th General Programme of Work 2020-2030 (GPW13) adopted at the 71st World Health Assembly (WHA) lays out a "bold and ambitious strategy" to support the achievement of Sustainable Development Goals (SDG). It aims at reaching 3 billion more people between 2019 and 2023 with a focus on three major strategicpriorities i.e. 1 billion more people benefiting from Universal Health Coverage(UHC), 1 billion more people better protected from Health Emergencies (WHE) and1 billion more people enjoying better health and well-being. The EasternMediterranean Regional Director's Vision 2019-2023—Health for All by All, callsfor solidarity and action to achieve health for all, by all in the EasternMediterranean Region. Vision 2023 is aligned with WHO's global strategy and reflectsour region-specific priorities, opportunities, and challenges. A WHO's strategyfor the EM Region, 2020-2023 Turning Vision 2023 into Action has beendeveloped. It sets out the overall strategic framework and objectives andspecifies how impact at country level will be achieved. Within this context, the WHO Eastern Mediterranean Region (EMR) has embarked on atransformation process to fundamentally reposition, reconfigure, and re-capacitate the regional operating model, such that its normative and technical work is ofan even higher quality and more sharply focused on, and translating directly into a measurable difference in people's health at country level. The implementation of the transformation process is overseen by a Transformation Task Force chaired by the Regional Director and is overall managed by theoffice of the Chef De Cabinet.
DESCRIPTION OF DUTIES
- Develop, define, plan and deliver changeactions, activities and needs of all required transformation initiatives at the Regional and Country levels.
- Pro-actively engage with internal stakeholders, build trust, buy-in andestablish positive relationships with colleagues across the three levels of the Organization.
- Maintain effective stakeholder communication and engagement throughout the transformation process.
- Research and benchmark best practice to inform improvement and change at EM region, seek new ideas from inside and outside for implementing the WHO Transformation Agenda in the region and identify innovative solutions.
- Monitor and track progress against the plan through deploying technical project management tools and prepare documents to show progress, flag risks andissues and track outcomes achieved.
- Share updates on new initiatives and provide feedback, briefings and trainings.
- Effectively collaborate with the Senior Management Team in overseeing the Regional Transformation Team functions through meeting preparations, follow up actions and 3-level communication.
- Actively engage with the Change Supporters' network; initiate actions and activities, collaborate with different units and departments with new initiatives, create visibility for the network, follow up on related activities to helpleaders engage with staff and translate transformation decisions into action for change.
- Also contribute to developing a positive culture of continuous improvement across the organization.
- Organize necessary periodic surveys (e.g. pulse) to baseline staff knowledgevis-a-vis transformation, conduct analysis of data, evaluate results and recommendremedial actions across the Region for improvement.
- Collaborate with the Global transformation team and with other regional transformation team members to identify areas of opportunities and improvement;and recommend appropriate change management approaches and practices.
- Initiate, organize and participate in transformation related events andworkshops, both in person and remotely.
- Prepare papers, presentations, and reports to advance transformation andsupport project decision making and delivery.
- Cooperate with the communication team in EMRO to provide communication materials,draft articles, or news items to be published through different channels on thetransformation results to serve internal and external communication and toenhance visibility of the change.
REQUIRED QUALIFICATIONS
Education
Essential: University degree in Business Administration, Public Administration, Social sciences or any other related field Desirable: Advanced university degree in a health related field or social sciences
Experience
Essential: At least 5 years of experience in project management and coordination in the fields of international development, business administration with elements of organization improvement and change. Desirable: Experience in organizational reform processes, change management, behavioral change and continuous business improvement. Experience working with UN, other International Organizations or other multicultural organizations.
Skills
Excellent analytical and writing skills to identify critical issues and prepare a variety of documents, reports and briefing materials. Excellent communication skills, both oral and written. Proven organizational and coordination skills. Proven knowledge in changing management principles, practices, methodologies and tools.Ability to work within and contribute to a team.

REMUNERATION
Remuneration comprises an annual base salary starting at EGP 788,033 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
